大湘南承接国家级产业转移示范区建设融资研究

【摘要】：产业转移是最近几年经济学研究的热点问题,也是我国进入改革开放时期区域产业结构优化升级的经济现象。2011年10月6日,国家正式批复湖南郴州、衡阳、永州三市设立湘南承接产业转移示范区,这是目前全国第四个(安徽皖江、广西桂东、重庆沿江)、中部第二个国家承接产业转移示范区,也是我省继长株潭城市群“两型社会”综合配套改革试验区之后第二个纳入国家层面的区域规划。湖南省先后出台了《湖南省湘南承接产业转移示范区规划》、《关于加快湘南地区开发开放的决定》、《关于支持郴州市承接产业转移先行先试的若干政策措施》等政策性文件,并设立了承接产业转移发展加工贸易专项资金。湘南地区作为欠发达区域,在承接产业转移过程中,如何让更多的产业“跳跃”转移到示范区,如何为产业转移创造良好条件和融资环境,都是研究的重点。本文首先对湘南地区发展现状进行定性分析,通过与长株潭经济的对比,发现湘南地区在经济上存在的问题,提出湘南地区经济发展目标与重点发展领域。其次,对湘南地区在先进制造业、基础设施、现代物流和矿产开发及加工四大重点投资领域的项目进行梳理和配套资金设计,再次,运用定性分析,进一步发展壮大湘南地区投资主体,利用各种金融产品,设计各种投融资模式,最后对区域配套政策措施进行系统性设计,完善提升各类融资平台,最终从源头上成批量地构筑项目,从体制上破解经济社会发展的融资瓶颈约束,服务国家和地方经济社会发展。
[Abstract]:Industrial transfer is a hot issue in recent years of economic research, and it is also the economic phenomenon of the optimization and upgrading of regional industrial structure in China during the period of reform and opening up. On October 6, 2011, the state officially approved Chenzhou, Hengyang, Hunan Province, The three cities of Yongzhou have set up an industrial transfer demonstration zone in southern Hunan, which is currently the fourth in the country (Anhui River, Guangxi East Guangxi, Chongqing River) and the second central country to undertake industrial transfer demonstration areas. It is also the second regional planning at the national level after the pilot area of comprehensive reform of Changsha-Zhuzhou-Xiangtan urban agglomeration. Hunan Province has successively issued the "Plan for Hunan Province's demonstration Zone for undertaking Industrial transfer in Southern Hunan Province", the "decision on speeding up the Development and opening up of Southern Hunan Province," and "some Policy measures for supporting Chenzhou City to undertake Industrial transfer first," and other policy documents. And set up a special fund to undertake industrial transfer and development of processing trade. As an underdeveloped region, in the process of undertaking industrial transfer, how to make more industries "jump" and how to create favorable conditions and financing environment for industrial transfer are the key points of the study. This article first carries on the qualitative analysis to the Hunan south area development present situation, through the comparison with the Changsha-Zhuzhou-Xiangtan economy, discovers the southern Hunan area in the economic existence question, proposes the Hunan south area economic development goal and the key development domain. Secondly, combing and supporting capital design in the four key investment fields of advanced manufacturing, infrastructure, modern logistics and mineral development and processing in southern Hunan, again, using qualitative analysis, To further develop and strengthen the investment bodies in southern Hunan, to use various financial products, to design various investment and financing models, and finally to systematically design regional supporting policies and measures to improve and upgrade various financing platforms. Finally, it constructs the project in batches from the source, breaks the financing bottleneck of the economic and social development from the system, and serves the national and local economic and social development.
