广州黄埔老港产业转型升级功能定位研究

【摘要】：本文对黄埔老港产业转型升级的功能定位进行研究，具体以黄埔老港区4块用地（港口作业区、洪圣沙码头区、机修厂和物资仓地块）为研究对象，详细分析了港口发展历程、港口产业和国内外港口转型升级成功案例，总结经验以指导广州和黄埔老港区的升级。随后，本文对广州港和黄埔老港现状进行了分析，提出了黄埔老港存在港口功能进一步衰退，用地所限与业务发展存在较大矛盾，港口职能单一、产效低下，面临周边港口激烈的竞争态势等问题。在现状分析的基础上，结合相关城市规划、产业规划，对黄埔老港在港口运输业、航运服务业、邮轮和游艇产业等航运产业发展上的功能定位进行了研究，，并对黄埔老港港区发展进行SWOT分析，提出了黄埔老港分地块产业发展定位——老港作业区现行城市规划依然为港口用地，周边（尤其是东边）含有较多的港口配套产业，且由于长期发展形成的品牌底蕴等，可继续发展港口运输业，当然，需要进一步升级；物资仓和机修厂地块黄埔临港商务区的核心功能区，临近天河区，城市规划为商业金融用地和城市公共绿地，现状为建筑物较少的堆场、办公楼等，可升级改造，合理完善港口产业链，发展高端航运服务业；洪圣沙码头区则利用其四面临水、与国家级生态文化旅游岛——长洲岛隔水相望及水深条件、交通条件等优势，建设南沙邮轮母港在广州主城区的停靠港。最后，文章提出了黄埔老港产业转型升级的发展策略和保障措施。
[Abstract]:In this paper, the functional orientation of the transformation and upgrading of Huangpu Laogang industry is studied, and the development course of the port is analyzed in detail with four sites (port operation area, Hongshengsha code head area, machine repair plant and material warehouse plot) in Huangpu Laogang area. The successful cases of port industry and port transformation and upgrading at home and abroad are summarized to guide the upgrading of Guangzhou and Huangpu old port area. Then, this paper analyzes the present situation of Guangzhou Port and Huangpu Port, and points out that there is a further decline of port function in Huangpu Port, the limitation of land use is in contradiction with the development of business, the function of port is single, and the production efficiency is low. Facing the surrounding port fierce competition situation and other problems. On the basis of the analysis of the present situation, combined with the related urban planning and industrial planning, this paper studies the functional orientation of Huangpu's old port in the development of the shipping industry, such as port transportation, shipping service, cruise and yacht industries, etc. Based on the SWOT analysis of the development of Huangpu Laogang Port area, it is pointed out that the current urban planning of Huangpu Laogang Port area is still port land, and the surrounding area (especially the east side) contains more port supporting industries. And because of the brand information formed by long-term development, we can continue to develop the port transportation industry. Of course, we need to further upgrade; the core functional area of the Huangpu Lingang Business District, the material warehouse and machinery repair factory block, is near the Tianhe area. Urban planning is commercial and financial land and urban public green space. The present situation is that there are fewer buildings, stacks, office buildings, and so on, which can be upgraded, the port industrial chain can be reasonably improved, and high-end shipping services should be developed. The Hongshengshabitou District uses its waterfront on all sides. Compared with the national ecocultural tourism island-Changzhou Island, which has the advantages of water separation, water depth, traffic conditions, etc., the construction of Nansha cruise ship home port in the main urban area of Guangzhou port. Finally, the article puts forward the development strategy and safeguard measures of Whampoa's old port industry transformation and upgrading.
