内蒙古缩小城镇居民收入差距的政策研究

【摘要】：缩小收入差距，是构建和谐社会的一项基础性工作。伴随收入差距对经济、社会影响不断深化，，这一问题引起了社会各界越来越多的关注。近年来，内蒙古经济总量明显增加，增长速度不断加快。在经济快速发展的基础上，内蒙古相继出台了一系列增收政策和措施，城镇居民收入大幅提高。但不可否认的是，伴随收入水平的提高，内蒙古城镇居民之间的收入差距也在不断扩大，如果不加以重视，将抑制居民消费水平，影响经济持续健康地发展，产生不满情绪，影响社会安定团结。本文从对城镇居民收入差距现状的描述着手，重点对内蒙古城镇居民收入不同分组数据进行分析。将内蒙古城镇居民收入差距与中、西部地区以及全国对比。针对城镇居民收入差距产生的原因提出应充分发挥宏观调控的作用，缩小内蒙古城镇居民收入差距的对策和建议。文章数据主要来源于历年的《中国统计年鉴》、《内蒙古自治区统计年鉴》和其他部分省市各年份的统计年鉴，将人均可支配收入进行分组，在对已有的文献资料进行研究归纳的基础上，采用定性与定量相结合的方法研究内蒙古城镇居民收入差距的程度，从性质和数量上予以全面分析。通过研究不同时期、不同行业、不同收入来源和不同区域的城镇居民收入差距，预期如果不充分发挥宏观调控的作用，缩小收入差距，城镇居民收入差距仍将继续扩大，甚至加速扩大，影响社会稳定。分析了内蒙古当前缩小城镇居民收入差距的政策利弊，提出应加快经济发展，提高居民整体收入水平；加强初次分配调节作用，建立合理的工资长效增长机制；进一步完善再分配环节中财政、社会保障政策；创造更加公平的外部环境；完善市场就业与再就业机制，拓宽就业渠道。本文共分五个部分。引言部分主要介绍研究缩小城镇居民收入差距政策的理论意义和实践意义，概述当前学术界对城镇居民收入差距的研究现状。第一部分介绍了内蒙古城镇居民收入差距的现状，并运用适当的测度方法分别从不同时期、不同行业和不同区域这三个角度进行比较说明。第二部分着重分析了内蒙古城镇居民收入差距的形成原因，从影响收入差距的普遍原因和地区原因两方面说明。第三部分在系统分析收入差距成因的基础上，对内蒙古城镇居民收入差距不断扩大的影响从社会、经济和政治等方面作了全面、系统的分析。第四部分在分析内蒙古当前缩小城镇居民收入差距政策的利弊后提出缩小城镇居民收入差距的政策建议，以实现必要的社会公平。
[Abstract]:Narrowing the income gap is a basic work for building a harmonious society. Along with the income gap to the economy, the social influence unceasingly deepens, this question has caused the social various circles to pay more and more attention. In recent years, the total economic volume of Inner Mongolia has increased significantly and the growth rate has been accelerating. On the basis of rapid economic development, Inner Mongolia has introduced a series of policies and measures to increase income. However, it is undeniable that, with the improvement of income levels, the income gap among urban residents in Inner Mongolia is also constantly widening. If we do not attach importance to it, it will curb the consumption level of residents, affect the sustained and healthy development of the economy, and generate discontent. Affect social stability and unity. This paper begins with the description of the current situation of income gap of urban residents and focuses on the analysis of different grouping data of urban residents' income in Inner Mongolia. The income gap between urban residents in Inner Mongolia and the central, western and national comparison. In view of the causes of income gap of urban residents, the paper puts forward some countermeasures and suggestions to reduce the income gap of urban residents in Inner Mongolia by giving full play to the role of macro-control. The data are mainly derived from the Statistical Yearbook of China, the Statistical Yearbook of Inner Mongolia Autonomous region and the statistical yearbooks of other parts of provinces and cities over the years, grouping the per capita disposable income. On the basis of the research and induction of the existing literature, this paper studies the degree of income gap of urban residents in Inner Mongolia by combining qualitative and quantitative methods, and makes a comprehensive analysis on the nature and quantity of the income gap of urban residents in Inner Mongolia. By studying the income gap of urban residents in different periods, different industries, different income sources and different regions, it is expected that the income gap of urban residents will continue to expand if the role of macro-control is not fully brought into play and the income gap is narrowed. This paper is divided into five parts. The introduction mainly introduces the theoretical and practical significance of the study on the policy of narrowing the income gap of urban residents, and summarizes the current research situation of the income gap of urban residents in academic circles. The first part introduces the present situation of income gap of urban residents in Inner Mongolia, and compares and explains it from three angles of different periods, different industries and different regions by using appropriate measurement methods. The second part focuses on the analysis of the formation of income gap of urban residents in Inner Mongolia, from the general causes of income gap and regional reasons. On the basis of systematic analysis of the causes of income gap, the third part makes a comprehensive and systematic analysis of the expanding income gap of urban residents in Inner Mongolia from the social, economic and political aspects. In the fourth part, after analyzing the advantages and disadvantages of the current policy of narrowing the income gap of urban residents in Inner Mongolia, the author puts forward some policy suggestions for narrowing the income gap of urban residents in order to realize the necessary social equity.
