进一步释放福建省民营经济活力的思考

【摘要】：根据福建的实际,福建民营经济发展速度还是要快一点,要继续壮大体量。在壮大体量中转型升级,为进一步实现"百姓富"与"生态美"做出更大贡献。我省民营企业已初步实现向"新闽商"的蜕变,初步实现了华丽的转身。为新形势下加快发展奠定了重要的基础。当前,我国经济的增长,特别是东部沿海地区,正处在经济增长受制于资源环境限制的K阶段,向以人力资本积累为动力的H阶段转换。我省民营经济要加快发展和转型升级的主攻方向,应当是加快人力资本积累,走集约发展道路,进一步释放活力。对民营企业的人力资本积累,一是要更快更好地发展职业技术教育,推进民营企业与职业技术教育深度对接;二是全面深化普通高等教育改革,促进普通高等院校能够为民营经济发展提供更多更好的人才。应大力鼓励和支持民营经济加快向绿色转型。在生态建设和环境保护方面,民营经济应该挑起重担,并且可以大有作为。我省要建设具有地方特色的绿色产业体系,促进生态产业创新。加强生态工业园的规划与建设。应鼓励我省民营企业加快绿色转型,与所在的地区的城市和城镇化建设相结合,研究开发和建设一批生态工业园区。进一步落实和完善民营经济发展的相关政策和细则,增强政策的普惠性和有效性。
[Abstract]:According to Fujian's reality, Fujian's private economy should develop faster and continue to expand. Transformation and upgrading in the expansion of the body, for the further realization of "people rich" and "ecological beauty" to make greater contributions. Private enterprises in our province have initially realized the transformation to the "new Fujian merchants", and initially realized a magnificent turn. It has laid an important foundation for accelerating development under the new situation. At present, the economic growth in our country, especially in the eastern coastal areas, is in the K stage, which is restricted by the resource and environment, and is transformed to the H stage, which is driven by the accumulation of human capital. In order to speed up the development and transformation of the private economy in our province, we should speed up the accumulation of human capital, take the road of intensive development, and release our vitality further. For the accumulation of human capital in private enterprises, one is to develop vocational and technical education faster and better, to promote the deep connection between private enterprises and vocational and technical education, and the other is to deepen the reform of ordinary higher education in an all-round way. Promoting colleges and universities can provide more and better talents for the development of private economy. We should strongly encourage and support the private economy to speed up the green transformation. In ecological construction and environmental protection, the private economy should shoulder the burden, and can do a lot. Our province wants to build green industry system with local characteristic, promote ecological industry innovation. We will strengthen the planning and construction of eco-industrial parks. Private enterprises in our province should be encouraged to speed up the green transformation, combine with the cities and urbanization in the region, and develop and build a number of eco-industrial parks. Further implement and improve the relevant policies and rules for the development of private economy, enhance the policy inclusive and effective.
