洞庭湖区县域经济发展差异及其影响因素

【摘要】：区域经济差异是当今世界各国在发展经济的过程中普遍存在的客观现象。县域经济隶属于区域经济,是更小范围的区域经济。因而,县域经济在发展过程中自然而然的也避免不了经济发展差异的问题。适度的经济差异有利于经济的快速发展,如果经济差异过大则会影响到经济快速、健康的发展,甚至会引起诸如社会动乱等社会问题。洞庭湖区自古以来就是全国重要的商品粮、商品鱼基地,地处湖南省北部,是湖南省继长株潭城市群、泛湘南地区、大湘西地区之后又一发展热点区域。同时,处于长江经济带和京广经济带的十字路口位置,在中部崛起发展战略继续推进实施的情况下,洞庭湖区又将迎来一次发展热潮。进入新世纪以来,洞庭湖区一方面社会经济发展取得了巨大的成就,另一方面县域经济发展差异却不断扩大。因而,研究洞庭湖区县域经济发展差异,优化洞庭湖区县域经济发展思路,缩小洞庭湖区县域经济发展差异,实现洞庭湖区县域经济协调发展具有重要的意义。本文从单一指标和综合指标两个方面展开研究,首先运用极差、标准差、变异系数、锡尔系数、空间统计分析等方法分析了洞庭湖区24县(市、区)在新世纪第一个十年(2001年—2010年)的经济发展时空差异,其次运用主成分分析方法分析了洞庭湖区县域2010年的经济发展综合差异,然后运用多元线性回归分析方法分析了影响洞庭湖区县域经济发展差异的因素,最后在前人的研究基础上提出了洞庭湖区县域经济发展的策略。通过对洞庭湖区县域经济发展差异的研究,结果表明： (1)时空差异上,2001年—2010年各县域人均GDP的绝对差异在不断变大,相对差异呈波动式发展变化；滨湖区发展水平高于外围区、核心区,东洞庭湖区经济发展优于其他两个湖区,常德市区和岳阳市区发展水平领先于益阳市区,岳阳楼区、云溪区的涓滴作用和武陵区的极化作用显现。 (2)在全局空间自相关方面,2001年—2010年各县域人均GDP不存在显著的全局空间自相关,呈现随机分布特征。在局部空间自相关方面,2001年、2005年和2010年仅有桃江县通过了显著性检验,表现为高度显著的低—低类型区,形成了洞庭湖区一个经济塌陷地带,是洞庭湖区经济发展的一个“冷点”区域,同时岳阳楼区、云溪区的涓滴作用和武陵区的极化作用尚不是特别明显。 (3)在区域经济综合发展方面,洞庭湖区县域经济整体发展水平不高并且各县域经济发展不平衡,内部差异较大；在区域经济发展规模方面,西洞庭湖区整体发展水平略高于东洞庭湖区,南洞庭湖区最差；在区域市场发展水平方面,三市市辖区尤其是常德市武陵区、岳阳市岳阳楼区发展水平显然优于其他县(市、区)；在区域经济发展潜力方面,东洞庭湖区整体发展水平明显高于其他两个湖区。 (4)自然地理、经济基础、城市发展水平、产业结构、区域政策等是影响经济发展差异的重要因素,其中经济基础因素影响最大,城市发展水平因素次之,产业结构因素第三,区域政策因素影响最小。因此,发展洞庭湖区县域经济需要明确区位优势,调整产业结构,推进城镇化进程,制定和完善区域政策,促进县域合作,保护生态环境等。
[Abstract]:The regional economic difference is an objective phenomenon that the countries of the world have common in the process of developing the economy. The county economy is subordinate to the regional economy and is a smaller range of regional economy. Therefore, the county economy will not be able to avoid the difference of economic development naturally in the course of development. The moderate economic difference is beneficial to the rapid development of the economy, and if the economic difference is too large, it will affect the rapid and healthy development of the economy, and even cause social problems, such as social unrest. The Dongting Lake region has been an important commodity grain and a commercial fish base in the northern part of Hunan since ancient times. It is one of the most important regional groups in Hunan, and it is a hot spot in the south of Hunan and after the Great Western Hunan area. At the same time, at the intersection of the Yangtze River Economic Belt and the Beijing-wide Economic Belt, in the case of the development strategy of the middle part of the Central China, the development strategy of the Dongting Lake will also usher in a development heat Since entering the new century, the social and economic development of the Dongting Lake region has made great achievements, and on the other hand, the difference of the economic development of the county is expanding. Therefore, it is important to study the difference of the regional economic development in the Dongting Lake region, to optimize the development of the county economy in the Dongting Lake region, to reduce the difference of the regional economic development of the Dongting Lake region, and to realize the harmonious development of the county economy in the Dongting Lake region. In this paper, from the aspects of single index and comprehensive index, this paper first uses the method of range, standard deviation, coefficient of variation, cylinder coefficient and spatial statistical analysis to analyze the 24 Dongting Lake region. The economic development of the county (city, district) in the first ten years of the new century (2001-2010) is the time-space difference, and then the main component analysis method is used to analyze the economic development of the county in the Dongting Lake region in 2010. In this paper, the factors influencing the regional economic development of the Dongting Lake region are analyzed by using the multi-element linear regression analysis method, and the development of the county economy in the Dongting Lake region is put forward based on the previous research. A Study on the Difference of the County-level Economic Development in the Dongting Lake Region The results show that: (1) The absolute difference of the per capita GDP of the county in 2001 and 2010 is increasing, the relative difference is in the form of wave-type development, and the level of development in the lake region is higher than that in the region. The economic development of the peripheral area, the core area and the East Dongting Lake is better than the other two lake areas. The development level of Changde and Yueyang is the leading in Yiyang, Yueyang, Yunxi and Wuling. (2) In terms of global space self-correlation, there is no significant global space self-correlation between 2001 and 2010. The characteristics of random distribution are presented. In the local space self-correlation, only Taojiang County has passed the significance test in 2001,2005 and 2010, and it is shown as a highly significant and low-grade and low-type region, which forms an economic collapse zone in the Dongting Lake region, which is an important "cold spot" of the economic development of the Dongting Lake region. The Trickle and the Polarisation of the Wuling Area in the Area, at the same time, in the Yueyang District, the Yunxi District The effect is not particularly obvious. (3) In the area of the comprehensive development of the regional economy, the overall development level of the county economy in the Dongting Lake region is not high, and the economic development of the counties is not balanced, and the internal difference is large; in terms of the scale of regional economic development, the whole development of the West Dongting Lake region The exhibition level is slightly higher than that of the East Dongting Lake area, and the South Dongting Lake area is the worst; in the area of regional market development, the development level of Yueyang in Yueyang is obviously superior to other counties (cities and districts); in that area of regional economic development potential, the whole development water in Dongting lake region (4) Natural geography, economic base, urban development level, industrial structure, regional policy and so on are important factors that affect the difference of economic development, among which the economic base factors influence the largest, the urban development level is the second, the industrial structure factor Third, the influence of regional policy factors is the least. Therefore, the development of the county economy in the Dongting Lake region needs to clarify the regional advantages, adjust the industrial structure, advance the urbanization process, formulate and improve the regional policy, and promote the development of the regional economy.
