【摘要】：随着银川市城市化进程步伐的加快,城市和农村地区一体化继续深化,积极推进城乡道路客运一体化的发展,是实现城乡道路客运资源共享、合理安排布局、优化公共资源、提供优质服务的必经之路,是在运输的客观要求下建立统一开放、竞争有序的市场的重要保证,符合新形势下推进农村改革发展的基本要求。城乡客运一体化城乡客运促进城乡交流融合,促进经济发展,同时也能有效解决许多在城市和农村客运的发展道路中遇到的问题,因此积极推进城乡客运一体化发展意义非常重大。目前,银川市城市公交、农村客运发展参差不齐,公路基础设施尚不完善,路网衔接不畅、政策不配套等问题较为突出,制约了银川市城乡道路客运服务居民出行的能力和水平。为了推进城乡客运一体化,确定以中心城区为中心,辐射全市所有镇村的“城市公交、城镇公交、村镇公交”一体化城乡客运网络,构建起以政府为主导、市场互动为原则的方便快捷、舒适、规范,同时具有优质服务的城乡客运一体化运营服务体系。本文基于银川市城乡客运一体化的发展现状,从硬件和软件两方面,探索银川的优势,既实现了城乡客运的优势整合;同时对城乡客运交通运营管理系统中存在的问题做出相应的诊断,指出在银川市目前实施城乡一体化过程中的问题和困难。并结合银川市的社会经济发展、城市总体规划、城乡客运目标、路网交通线路、基础设施建设、经营管理体系等方面,对银川城乡客运一体化发展提出建议,有助于银川市建成分工明确、网络衔接顺畅的城乡道路客运体系。
[Abstract]:With the acceleration of the process of urbanization in Yinchuan, the integration of urban and rural areas continues to deepen. To actively promote the development of urban and rural road passenger transport integration is to realize the sharing of urban and rural road passenger transport resources, arrange the layout rationally, and optimize public resources. The only way to provide high-quality services is to establish an open and competitive market under the objective requirements of transportation, which meets the basic requirements of promoting rural reform and development under the new situation. The integration of urban and rural passenger transport can promote the integration of urban and rural communication, promote economic development, but also effectively solve many problems encountered in the development of urban and rural passenger transport. Therefore, it is of great significance to actively promote the integration of urban and rural passenger transport. At present, the development of urban public transport and rural passenger transport in Yinchuan City is uneven, the road infrastructure is not perfect, the road network is not well connected, the policy is not matched and so on. Restricted Yinchuan urban and rural road passenger transport service residents travel ability and level. In order to promote the integration of urban and rural passenger transport, it is determined that the integrated urban-rural passenger transport network of "urban public transport, village and town public transport", which takes the central city as the center and radiates all the towns and villages in the city, has been set up as the leading government. The principle of market interaction is convenient, comfortable and standardized, at the same time, the integrated service system of urban and rural passenger transport is provided with high quality service. Based on the present situation of the integration of urban and rural passenger transport in Yinchuan, this paper explores the advantages of Yinchuan from the aspects of hardware and software, which realizes the integration of the advantages of urban and rural passenger transport. At the same time, the problems existing in the management system of urban and rural passenger transport operation are diagnosed, and the problems and difficulties in the process of implementing urban-rural integration in Yinchuan are pointed out. Combined with the social and economic development of Yinchuan, urban master plan, urban and rural passenger transport objectives, road network traffic lines, infrastructure construction, management system and other aspects of Yinchuan urban and rural passenger transport integration development recommendations, It helps Yinchuan to build a clear division of labor and smooth network connection between urban and rural road passenger transport system.
