新坝镇农村社会管理的实践和创新探索

【摘要】：随着城镇化和工业化的不断推进,农村地区集中了众多的社会矛盾,传统的农村矛盾疏导机制和基层自治组织效用的减弱,给农村的社会管理带来了更多的挑战。在我国农村改革深化的关键时期,进行农村社会管理的创新具有很强的现实意义。本文选择经济比较发达的江苏省扬中市新坝镇为研究对象,在把握我国农村经济社会变化的总体趋势基础上,分析新坝镇农村社会管理的方式和存在的问题,重点分析新坝镇在经济社会发展的过程中农村经济社会结构变化和相关管理创新的经验教训。在结合国内典型案例的基础上,本文设计了新时期进行农村社会管理的创新路径,就新时期基层农村社会管理的创新进行了深入思考。文章研究表明新坝镇进行农村社会管理的必要性来自三个方面：解决失地农民的保障问题的要求,完善养老医疗等社会保障体系的要求,提高农村的文化生活质量的要求。尽管新坝镇在农村社会管理的实践中获得了有益经验,但是依然存在一些问题,主要是村集体和社区民主决策机制需要进一步规范,农村民主管理制度有待进一步完善,农村民主监督制约机制需要进一步强化,农村法制建设需要进一步加强。为了更好的进行新坝镇农村社会管理的创新,本文对我国农村社会管理的历程进行了简单概括,并选取了睢宁“舞动乡村”的案例进行详细分析,得到了可以通过开展文化活动进行农村社会管理创新的启示。在此基础上,文章构建了新坝镇农村社会管理的框架和路径,即以“加强民主建设”为核心,以“以人为本,服务民生”为理念,从农村社会管理的主体、内容、方法三个方面进行创新。
[Abstract]:With the development of urbanization and industrialization, many social contradictions have been concentrated in rural areas, and the traditional mechanism of rural contradictions and the effectiveness of grass-roots autonomous organizations have weakened. It has brought more challenges to the rural social management. In the key period of deepening the rural reform in our country. The innovation of rural social management is of great practical significance. This paper selects Xinba Town of Yangzhong City, Jiangsu Province, as the research object, and on the basis of grasping the general trend of rural economic and social change in our country. This paper analyzes the ways and problems of rural social management in Xinba Town. Focus on the analysis of the economic and social development of Xinba Town in the process of rural economic and social structure changes and related management innovation experience and lessons on the basis of the combination of domestic typical cases. This paper designs the innovative path of rural social management in the new period. In this paper, the author thinks deeply about the innovation of the rural social management at the grass-roots level in the new period. The article shows that the necessity of the rural social management in Xinba Town comes from three aspects: the requirement of solving the security problem of the land-lost peasants. Improve the requirements of social security system, such as old-age medical care, improve the quality of cultural life in rural areas. Although Xinba Town in the practice of rural social management has gained useful experience, but there are still some problems. Mainly the village collective and community democratic decision-making mechanism needs to be further standardized, the rural democratic management system needs to be further improved, and the rural democratic supervision and control mechanism needs to be further strengthened. The construction of rural legal system needs to be further strengthened. In order to better carry out the innovation of rural social management in Xinba Town, this paper briefly summarizes the course of rural social management in China. And select Suining "dance village" case for detailed analysis, get through the development of cultural activities to carry out rural social management innovation inspiration. On this basis. This paper constructs the frame and path of rural social management in Xinba Town, that is, taking "strengthening democratic construction" as the core, taking "people-oriented, serving people's livelihood" as the concept, from the main body and content of rural social management. The methods were innovated in three aspects.
