【摘要】：正经过改革开放30多年平均近10%的高速增长,我国2012年人均现价GDP比1978年提高了近百倍,经济总量已跃升至世界第二,综合国力显著增强。但长期高速增长也积累了诸多结构性矛盾。发展面临的困难、问题较多,社会不满情绪较浓。人民群众对增加收入、健全社会保障、完善民主法治、实现公平正义的愿望更加迫切。面对骄人的发展业绩与较多社会矛盾并存的局面,部分人士认为应该先解决好当前面临的突出
