“协商性人民民主”的概念生成——兼论中国政治学话语建构的实践取向

【摘要】：将中国实践中出现的政治协商现象定义为协商民主已获得广泛共识。协商民主作为西方概念以自由民主为语境,并不能准确反映中国政治协商实践的本质。实践中出现的"政治协商现象",其理论前提是人民民主,是人民民主适应政治发展新形势的表现形式,对这些"政治协商现象"的分析应坚持政治学话语建构的实践取向,以党的执政理论资源为基础,生成立足本土经验的"协商性人民民主"概念。
[Abstract]:It has been widely agreed to define the phenomenon of political negotiation in China's practice as "deliberative democracy". As a western concept, deliberative democracy takes liberal democracy as its context. It can not accurately reflect the essence of the practice of political consultation in China. The phenomenon of "political consultation" appears in practice. Its theoretical premise is people's democracy, which is the manifestation of people's democracy adapting to the new situation of political development. The analysis of these "political negotiation phenomena" should adhere to the practical orientation of political discourse construction, take the ruling theory resources of the Party as the basis, and produce the concept of "consultative people's democracy" based on local experience.
