民主领导的基本方式及其实现途径研究

【摘要】：当前中国进入改革发展的深水区,处于转型时期的中国社会,经济体制发生了深刻变革,政治体制改革正逐步稳健推进,利益格局出现深刻调整,特别是信息科技的变革,人们的价值观出现多元化的特点,人们有参与变革,表达意愿的要求,传统上由领导人拟定计划、民众追随及上下等级分明的模式已不适用。领导必须尊重个人的权利、尊重人们选择的权利。这一系列的变化为我国的发展带来了机遇和挑战,对党的领导方式和执政方式提出了新的要求,要迎接新的挑战,必然要求各级领导者继续坚持科学发展观,改革和完善党的领导方式,不断提高民主领导能力。为此,各级领导者必须树立以民为先、执政为民的领导理念,运用授权与激励的手段,形成角色互动的领导过程,进行集体科学决策的行为。本文依据理论和实际的需要,通过对传统民主领导思想精华的提炼和对现代民主管理理念的借鉴,提出了民主领导的命题,阐述了民主领导产生的时代背景和理论基础,通过对当前领导活动中民主领导存在的可能性分析,明确了民主领导的基本内涵、民主领导的基本方式,最后从五方面研究探讨了民主领导的实现途径,即树立民主领导理念、掌握民主领导方法、提升民主领导能力、培养民主领导环境、拓宽民主领导渠道。
[Abstract]:At present, China has entered the deep water area of reform and development, and is in a period of transformation in China's society. Profound changes have taken place in the economic system, the political system reform is gradually advancing steadily, and the pattern of interests has been profoundly adjusted, especially the change in information technology. People's values are pluralistic, people have the need to participate in change, express their will, traditionally plan by leaders, the model of people following and hierarchy is no longer applicable. Leaders must respect the rights of the individual. Respecting people's right to choose. This series of changes has brought opportunities and challenges to the development of our country, put forward new requirements for the Party's way of leadership and governance, and meet new challenges. Leaders at all levels must continue to adhere to the concept of scientific development, reform and improve the Party's leadership style, and constantly improve the democratic leadership ability. Therefore, leaders at all levels must establish the leadership concept of taking the people first and governing for the people. By means of empowerment and motivation, the role of the interactive leadership process, collective scientific decision-making behavior. This paper based on the theoretical and practical needs, By refining the essence of the traditional democratic leadership thought and drawing lessons from the modern democratic management concept, this paper puts forward the proposition of democratic leadership, and expounds the background and theoretical basis of the emergence of democratic leadership. By analyzing the possibility of democratic leadership in current leadership activities, this paper clarifies the basic connotation of democratic leadership and the basic way of democratic leadership. Finally, it discusses the ways to realize democratic leadership from five aspects, that is, to establish the concept of democratic leadership. Master democratic leadership methods, improve democratic leadership ability, cultivate democratic leadership environment and broaden democratic leadership channels.
