人民民主的理念、意图与效能——毛泽东与建国初期的“各界人民代表会议”

【摘要】：建国初期,毛泽东对"各界人民代表会议"的构思和推进,充分展现了人民民主的理念、意图和效能。在理念上,人民民主体现了"做事能力"的原初民主意涵;在意图上,人民民主着重于限制"利益博弈"的良性治理思路;在效能上,人民民主有益于推行"政治教育"的群众路线工作方式。"各界人民代表会议"作为人民民主的实现方式,其领导权始终掌握在中国共产党的手中,这是保证这一民主追求具有可行性的政治前提,也是保证这一民主追求具有正确方向的历史前提。
[Abstract]:In the early days of the founding of the people's Republic of China, Mao Zedong's conception and promotion of the "people's Congress of all walks of life" fully demonstrated the concept, intention and effectiveness of people's democracy. In terms of ideas, people's democracy embodied the original meaning of democracy of "ability to do things". People's democracy focuses on the benign governance thinking of restricting "game of interests". In terms of efficiency, people's democracy is beneficial to the mass line work way of carrying out "political education". "people's Congress of all walks of life" is the way to realize people's democracy. Its leadership is always in the hands of the Communist Party of China, which is the political prerequisite to ensure the feasibility of this democratic pursuit, and also the historical premise to ensure that the democratic pursuit has the correct direction.
