加强与改进党对农村基层民主建设领导作用之探析

【摘要】： 中国共产党是我国社会主义事业的领导核心,也是社会主义民主政治建设的领导核心。推进农村基层民主建设,离不开党的领导。胡锦涛总书记在党的十七大报告中强调指出,发展社会主义民主政治,要坚持党的领导、人民当家作主、依法治国有机统一。这个重要论断,既坚持了社会主义政治建设的重要指导方针,也突出了我国社会主义政治制度的特点和优势,是我们党对社会主义民主政治建设的规律性认识。党的领导是农民群众当家作主的根本保证。只有坚持党的领导,才能确保党的各项方针政策得到有效落实,才能保证农村基层民主建设健康而又有序地推进,才能保证社会主义新农村事业顺利开展和进行。中国是一个农业大国,农村人口占绝对多数,这是中国最基本的国情。改革开放三十年来,我国的农村基层民主建设取得了显著的进步和发展,但在新的历史条件下,党在领导农村基层民主建设过程中面临着许多新问题和新挑战,自身建设也存在着一些不足,所以,我们必须通过各种途径加强和改进党的领导,提高基层党组织的凝聚力、创造力、战斗力,使之成为农村民主建设的坚强堡垒和组织后盾,保证农村基层民主建设沿着正确的方向前进。全文分为三个部分。第一部分主要阐述了农村基层民主建设是社会主义新农村建设的重要内容和政治保证,农村基层党组织是建设社会主义新农村的领导核心,强调了在农村基层民主建设中坚持党的领导的必要性;第二部分较为深入地分析了党在领导农村基层民主建设过程中面临的新问题与新挑战;第三部分主要阐述了通过哪些方法进一步加强和改进党在农村基层民主建设过程中的领导作用。加强和完善党的领导是一项长期而艰巨的任务,只有把理论和实践有机结合起来,实现二者良性互动,才能更好地解决“三农”问题,促进农村基层民主建设,推动社会主义新农村建设稳步前行。
[Abstract]:The Communist Party of China is the leading core of the socialist cause in our country and the leading core of the socialist democratic political construction. To promote the rural grass-roots democratic construction cannot be separated from the leadership of the Party. General Secretary Hu Jintao stressed in the report of the 17th National Congress of the Party. To develop socialist democratic politics, we must adhere to the leadership of the Party, the people as masters of our own country, and the organic unity of governing the country according to law. This important conclusion has not only adhered to the important guiding principle of socialist political construction, It also highlights the characteristics and advantages of our socialist political system, which is our party's regular understanding of the construction of socialist democratic politics. The leadership of the Party is the fundamental guarantee for the peasants to be the masters of their own affairs. Only by adhering to the leadership of the Party, In order to ensure the effective implementation of the Party's various principles and policies, to ensure the healthy and orderly promotion of the rural grass-roots democratic construction, and to ensure the smooth development and progress of the new socialist countryside, China is a large agricultural country. The rural population accounts for the absolute majority, which is the most basic national condition in China. In the past 30 years of reform and opening up, remarkable progress and development have been made in the construction of democracy at the grass-roots level in rural areas, but under the new historical conditions, The Party is facing many new problems and new challenges in the process of leading the rural grass-roots democratic construction, and there are some shortcomings in its own construction. Therefore, we must strengthen and improve the leadership of the Party through various ways to enhance the cohesion of grass-roots party organizations. Creativity and fighting capacity make it a strong fortress and organizational backing for the construction of democracy in rural areas. The thesis is divided into three parts. The first part mainly expounds that the rural grass-roots democratic construction is an important content and political guarantee of the new socialist countryside construction. The rural grass-roots party organization is the leading core of building the new socialist countryside, and emphasizes the necessity of adhering to the Party's leadership in the rural grass-roots democratic construction. The second part deeply analyzes the new problems and challenges faced by the Party in the process of leading the rural grass-roots democratic construction. The third part mainly expounds how to further strengthen and improve the leading role of the Party in the process of rural grass-roots democratic construction. It is a long-term and arduous task to strengthen and perfect the leadership of the Party. Only by organically combining theory with practice and realizing the positive interaction between the two, can we better solve the problem of "agriculture, countryside and farmers", promote the construction of democracy at the grass-roots level in rural areas, and promote the steady progress of the construction of new socialist countryside.
