【摘要】：正近年来,江苏省沛县通过健全完善民主、法治、监督三位一体的制度体系,加强对权力运行的监督制约,提高公共权力运行的科学化、规范化水平。2012年初,全县千名干部自带干粮到村组、农户家中调研,共收集意见建议400余条,形成调研报告22篇。根据调研结果,当年全县组织实施总投资87亿元的10类88项为民办实事工程,让发展成果普惠于民。沛县把民主作为科学决策的基础,实施"重大事项深入调研、了解民情,双向讨论、集中民智,征求意见、服从民愿,集体决策、尊重民意,跟踪问效、保障民利"的五步民主决策法。每年对重大事项的安排,先由县委、县政府依据调研情况提出初步意向,然后下发到基层单位征求意见,
