【摘要】：农村基层民主政治建设是社会主义民主政治建设的重要组成部分,是建设社会主义新农村的重要政治保证,是构建和谐社会的重要条件。改革开放以来,经过三十多年的发展,我国农村基层民主政治建设取得了巨大的成就。通过实行农村基层民主,解决了许多农村旧体制解体后带来的问题,极大地调动了广大农民群众生产积极性,对于推动中国基层民主政治建设的发展,以至整个中国的民主政治建设具有重大的现实意义。农村基层民主政治建设尽管取得很大的发展,但仍存在一些问题,距离现代化的民主政治还有一定差距,需要从理论和实践上不断发展和完善。本文在参考和借鉴现有学术成果的基础上,对改革开放以来我国农村基层民主政治建设的相关问题进行研究。本文分为六个部分: 第一部分,导论,介绍农村基层民主的研究现状、研究意义以及本文的研究重点和可能创新之处。第二部分,关于民主的一般论述,对民主这个概念从西方民主发展演变和马克思主义民主两方面做出阐述。第三部分,首先总结和归纳了中国共产党几代领导集体对基层民主思想的继承与发展;其次,对基层民主、农村基层民主政治建设这两个概念进行分析总结。第四部分,阐述了改革开放以来我国农村基层民主政治建设的发展历程和主要成就。第五部分,从民主观念淡薄、传统政治文化的影响、法制不健全、基层党组织四个方面分析和阐述了农村基层民主存在的问题及原因。第六部分,侧重于从马克思主义理论教育的视角对解决农村基层民主政治建设存在的相关问题提出对策与建议。
[Abstract]:Rural grass-roots democratic political construction is an important part of socialist democratic political construction, an important political guarantee for building a new socialist countryside and an important condition for building a harmonious society. After more than 30 years of reform and opening up, Great achievements have been made in the construction of democracy at the grass-roots level in rural areas. Through the implementation of democracy at the grass-roots level in rural areas, many problems brought about by the disintegration of the old rural system have been solved, and the enthusiasm of the broad masses of peasants for production has been greatly aroused. It is of great practical significance to promote the development of grass-roots democratic political construction in China and even the democratic political construction in China as a whole. Although rural grass-roots democratic political construction has made great progress, there are still some problems. There is still a gap between democracy and modern politics, which needs to be developed and perfected in theory and practice. On the basis of reference and reference to the existing academic achievements, this paper studies the problems related to the construction of democracy at the grass-roots level in rural areas since the reform and opening up. This paper is divided into six parts:. The first part, introduction, introduces the status quo of rural grassroots democracy research, the significance of the research and the research emphasis and possible innovation of this paper. The second part, the general exposition of democracy, expounds the concept of democracy from two aspects: the development and evolution of western democracy and Marxist democracy. In the third part, the author summarizes and sums up the inheritance and development of the grass-roots democratic thought by the leading collectives of the Communist Party of China for several generations; secondly, analyzes and summarizes the two concepts of grass-roots democracy and rural grass-roots democratic political construction. In the 4th part, it expounds the development course and main achievements of the rural grassroots democracy construction since the reform and opening up. Part 5th analyzes and explains the problems and reasons of rural grass-roots democracy from four aspects: the weak democratic concept, the influence of traditional political culture, the imperfect legal system and the grass-roots party organization. In the 6th part, the author puts forward some countermeasures and suggestions to solve the problems existing in the construction of rural grass-roots democracy from the angle of Marxist theoretical education.
