城市管理路径探究——基于公众参与视角下的协管员制度

【摘要】：我国社会管理传统理念强调公权力的干预,政府部门在城市管理过程中利用大量协管员狠抓严管,协管员在身份定位、职责权限和监督管理等方面存在诸多问题,导致社会热点事件时有发生。强化政府服务理念,推动公民自主意识,充分发动民众参与到城市管理中来,激活市民组织,完善监督管理制度,认真贯彻落实民主法治精神,应当成为破解城市管理困局的方法和未来发展方向。
[Abstract]:The traditional concept of social management in our country emphasizes the intervention of public power. In the process of urban management, government departments make use of a large number of wardens to grasp strict supervision, and the wardens have many problems in the aspects of identity orientation, responsibility and authority, supervision and management, etc. To strengthen the concept of government service, to promote citizens' sense of autonomy, to fully mobilize the public to participate in urban management, to activate civic organizations, to improve the supervision and management system, and to conscientiously implement the spirit of democracy and the rule of law. It should be the way to solve the difficult situation of urban management and the direction of future development.
