【摘要】：正在新一届省级人大常委会组成人员方阵中,大约有2/3是新面孔。新面孔意味着新的政治气质。他们按照宪法和法律精神,汲取历届人大的经验积淀,在行权履职方面推出新举措、新动作,为坚持和完善人大制度带来诸多期许,也彰显着民主法治的新趋势。
