协商民主与和谐社会构建的关系思考

【摘要】： 产生于古希腊的协商民主曾因有碍于上层统治者的意志而倏忽归于千年沉寂。至20世纪80年代,西方政治学界为了调和多元文化冲突,补救票决制的缺失,完善当代西方的民主形式,巩固西方的政治秩序,重新拾起协商民主,并掀起了该理论研究的一股热潮。协商民主强调协商主体的平等性与理性,协商过程的公开性与包容性,以期实现利益冲突的调和,达成公共决策的合理。处于社会转型关键时期的中国,面临着构建社会主义和谐社会的重要战略任务。国内学者适时将协商民主理论引介入中国,希望可借西方之“石”,攻国内之“玉”。本文首先阐述了协商民主的内涵及其源起、沉寂和复兴的过程,并就协商民主的价值及其在中国的可行性问题进行了探讨。在此基础上从我国社会主义和谐社会构建中可能面对的现实问题入手,着重探索在我国和谐社会构建中正确适用协商民主的途径。
[Abstract]:The deliberative democracy that was born in ancient Greece had been reduced to a thousand years of silence because of obstructions to the will of the upper rulers. By the 1980s, Western political circles remedied the absence of the voting system in order to reconcile multiculturalism. Perfecting the contemporary western democratic form, consolidating the western political order, picking up the consultative democracy again, and setting off an upsurge in the theoretical research. The deliberative democracy emphasizes the equality and rationality of the subject of consultation, and the openness and inclusiveness of the negotiation process. China, which is in the critical period of social transformation, is faced with the important strategic task of building a harmonious socialist society. It is hoped that the "stone" of the West can be used to attack the "jade" in China. This paper first expounds the connotation of the deliberative democracy and the process of its origin, stillness and renaissance. The paper also discusses the value of deliberative democracy and its feasibility in China. On this basis, it begins with the practical problems that may be faced in the construction of a harmonious socialist society in China. This paper focuses on exploring the ways to correctly apply the consultative democracy in the construction of a harmonious society in our country.
