中国农村基层协商民主发展对策研究

【摘要】：涉及人民重大利益的问题都在基层,基层民主发展的力量主要在农村,协商民主蕴含的理性、平等、参与等民主精神恰恰是中国农村基层民主发展所急需的内在因素,能为其发展注入新的活力。现今中国农村基层协商民主实践已初见成效,初步得到广大农民认可,但受农民政治文化水平和制度等因素的影响,中国农村基层协商民主发展中存在协商制度化较低和实践效果不佳等问题。对此,本文运用实证研究和案例分析等方法,试从中国农村基层协商民主理论出发,阐述中国农村基层协商民主的现状,分析存在的问题和制约因素,尝试性地提出了相应的对策,旨在能为农村基层协商民主发展提供借鉴。文章共由四个部分组成。第一章:绪论。主要包括选题背景及意义、研究现状、研究思路与方法和框架结构与创新之处。第二章:中国农村基层协商民主的相关问题及理论概述。阐述了中国农村基层协商民主的相关概念,介绍了经典马克思主义关于社会主义民主的理论和中国化马克思主义关于协商民主的理论,论证了中国农村基层协商民主的可行性及意义。第三章:中国农村基层协商民主发展的现状。现今中国农村基层协商民主发展取得了很大成就,但受农民政治文化水平、农村基层民主法制和农村监督机制等因素影响,中国农村基层协商民主发展存在一定问题。第四章:促进中国农村基层协商民主发展的对策。从开展农村基层协商民主的教育宣传入手,搭建农村基层协商民主的制度平台,创新农村基层协商民主的实践形式。
[Abstract]:The issues concerning the vital interests of the people are all at the grass-roots level, and the strength of the development of grass-roots democracy is mainly in the countryside. The democratic spirit of consultation democracy, such as rationality, equality, and participation, is precisely the internal factor urgently needed for the development of grass-roots democracy in China's rural areas.Can inject new vitality into its development.At present, the practice of consultative democracy at the grass-roots level in China's rural areas has achieved initial results, and has been initially recognized by the broad masses of farmers, but affected by factors such as farmers' political and cultural level and institutions.In the development of rural grassroots consultative democracy, there are some problems, such as low institutionalization of consultation and poor practical effect.In view of this, this paper, by means of empirical research and case analysis, tries to expound the present situation of rural consultative democracy in rural areas and analyze the existing problems and restrictive factors from the perspective of the theory of rural consultative democracy at the grass-roots level in China.This paper tries to put forward the corresponding countermeasures in order to provide reference for the development of rural grassroots consultation democracy.The article consists of four parts.Chapter one: introduction.Including the background and significance of the topic, research status, research ideas and methods, framework structure and innovation.Chapter two: the related problems and theories of rural grassroots consultative democracy in China.This paper expounds the related concepts of rural consultative democracy in rural areas, introduces the classical Marxist theory on socialist democracy and the theory of Sinicized Marxism on consultative democracy.This paper demonstrates the feasibility and significance of consultative democracy at the grassroots level in China's rural areas.Chapter three: the present situation of the development of rural consultative democracy in rural areas.Nowadays, great achievements have been made in the development of rural consultative democracy in rural areas, but there are some problems in the development of rural consultative democracy in rural areas under the influence of factors such as peasants' political and cultural level, rural grass-roots democratic legal system and rural supervision mechanism.Chapter four: the countermeasures to promote the development of rural consultative democracy in rural areas.Starting with the education and propaganda of rural grass-roots consultative democracy, this paper sets up the institutional platform of rural grass-roots consultative democracy, and innovates the practical form of rural grass-roots consultative democracy.
