论人民政协民主监督的技术路径创新

【摘要】：人民政协民主监督是社会主义监督体系的重要组成部分,与人大监督、司法监督和党内监督相比,人民政协民主监督具有内容广泛、形式多样和方式民主的特点,这也使人民政协民主监督在社会主义监督体系中独具特色。但不可否认的是,人民政协民主监督的独特性并没有获得监督技术的充分支持,人民政协的民主监督还基本处于价值表述层面。要落实人民政协民主监督职能,在现有的体制框架内可以通过一系列的技术路径设计让人民政协民主监督得以有效运转,其中主要的技术路径应包括三个方面:一是建立人民政协民主监督委员会以实现对民主监督主体的技术性规范;二是建立人民政协监督委员会与其他监督主体的合作机制以实现对民主监督约束力的技术性规范;三是各被监督单位设置专门的"政协监督周"以实现对政协监督对象的技术性规范。
[Abstract]:The democratic supervision of the CPPCC is an important part of the socialist supervisory system.Compared with the supervision by the people's Congress, judicial supervision and inner-party supervision, the democratic supervision of the CPPCC has the characteristics of broad content, diverse forms and democratic methods.This also makes the people's political Consultative Conference democratic supervision in the socialist supervision system with unique characteristics.However, it is undeniable that the uniqueness of the democratic supervision of the CPPCC has not been fully supported by the supervisory technology, and the democratic supervision of the CPPCC is still basically at the level of value expression.In order to carry out the democratic supervision function of the CPPCC, it is possible to make the democratic supervision of the CPPCC work effectively through a series of technical path designs within the existing institutional framework.The main technical path should include three aspects: first, the establishment of the CPPCC Democratic Supervision Committee to achieve the technical norms of the democratic supervision of the main body;Second, to establish the cooperative mechanism between the CPPCC supervisory committee and other supervisory bodies in order to realize the technical norms binding on democratic supervision;Third, each supervised unit set up a special "CPPCC Supervision week" to realize the technical standard of the supervision object of the CPPCC.
