美国国际私营企业中心对外民主援助活动初探

【摘要】：成立于里根政府时期的国际私营企业中心,属于冷战的产物,它是全国民主基金会的四个核心组成机构之一,同时作为一个非营利性组织隶属于美国商会之下。在全国民主基金会的四个组织中,国际私营企业中心有着特殊的地位与作用,它在世界各国推广自由市场经济政策,它的关注点一般是民主、自由市场和私营企业三者之间的相互关系。它以非政府组织的旗号进行对外活动,但其经费来源主要是全国民主基金会、美国国际开发署和美国国会拨款。无论是在冷战时期还是在后冷战时期,国际私营企业中心都是美国对外民主援助的重要机构。 本文以国际私营企业中心为主题,简要介绍其成立背景与运行机制,并对美国对外民主援助的发展脉络与现状做简单梳理。主要对国际私营企业中心的对外活动进行分类与探究,指出其活动的初衷与实质,并通过其对外活动指出它造成的影响及在美国外交中的特殊位置。
[Abstract]:The Center for International Private Enterprise, established during the Reagan administration, was a product of the Cold War. It was one of the four core components of the National Democracy Foundation and was affiliated with the American Chamber of Commerce as a non-profit organization. Among the four organizations of the National Foundation for Democracy, the International Center for Private Enterprise has a special status and role. It promotes free market economic policies in countries around the world, and its focus is generally on democracy. The relationship between free market and private enterprise. It carries out external activities under the banner of a non-governmental organization, but it is funded mainly by the National Democracy Foundation, the United States Agency for International Development and the United States Congress. Both in the Cold War and after the Cold War, the center of international private enterprise is an important institution of American foreign democratic aid. Based on the theme of International Private Enterprise Center, this paper briefly introduces its establishment background and operation mechanism, and briefly combs the development and current situation of American foreign democratic aid. This paper mainly classifies and probes into the foreign activities of the international private enterprise center, points out the original intention and essence of its activities, and points out its influence and special position in American diplomacy through its foreign activities.
