论人民代表大会制度在法治社会建设中的核心地位——以依宪治国和依宪执政为视角

【摘要】：人民代表大会制度是我国的根本政治制度,在国家的治理体系中居于核心和关键地位,在法治社会建设过程中,要实现依宪治国,就必须以人民代表大会制度作用的有效发挥为基础,并完善人大代表的选举制度、发展和健全人大的会议及工作制度、落实宪法监督制度、健全社会主义法律体系等。在实现依宪执政方面,则必须以尊重和维护人民代表大会制度的权威为前提,使党的组织和党员个人树立牢固的宪法权威意识,即对以人民代表大会制度为核心的国家治理体系的认同意识;并使党的决策和制定的方针政策符合宪法确立的以人民代表大会制为核心的人民民主制度的精神。
[Abstract]:The people's Congress system is the fundamental political system of our country. It occupies the core and key position in the national governance system. In the process of building a society ruled by law, it is necessary to run the country according to the constitution. Therefore, we must base on the effective exertion of the function of the people's Congress, perfect the election system of the deputies to the people's Congress, develop and perfect the meeting and working system of the people's Congress, implement the constitutional supervision system, and perfect the socialist legal system, etc. In the realization of constitutionalism, we must respect and safeguard the authority of the people's Congress system, and make the party organizations and individual party members have a firm sense of constitutional authority. That is to say, the people's Congress system as the core of the national governance system, and make the party's decision-making and policies in line with the Constitution of the people's Congress system as the core of the people's democratic system spirit.
