西藏社会稳定发展的法治路径初探

【摘要】：中央第六次西藏工作座谈会进一步明确"治国必治边,治边先稳藏"重要战略思想,强调"依法治藏、富民兴藏、长期建藏、凝聚人心、夯实基础"的重要原则,这为实施西藏经济社会发展和依法治藏方略注入了强大动力。从依法治藏和全面发展的角度分析,西藏社会稳定与发展的法治路径:完善西藏地方立法是前提,严格西藏地方行政执法是关键,推进西藏地方司法改革是保障,引导西藏社会全民守法是基础。
[Abstract]:The sixth Tibet work Symposium of the Central Committee further clarified the important strategic thought of "governing the country must govern the border, first stabilizing the border," and stressed the important principle of "administering Tibet according to law, enriching the people, prospering Tibet, building Tibet for a long period of time, rallying people's hearts, and consolidating the foundation." This for the implementation of Tibet's economic and social development and the strategy of administering Tibet according to law injected a strong impetus. From the point of view of administering Tibet according to law and developing in an all-round way, it is found that the path of the rule of law for social stability and development in Tibet is: perfecting local legislation is the prerequisite, strictly enforcing local administration and law enforcement in Tibet is the key, and promoting local judicial reform in Tibet is the guarantee. Guiding Tibetan society to abide by the law is the foundation.
