党内程序民主建设研究

【摘要】：民主的政治生活是党内民主的目的。实体民主和程序民主是党内民主的一体两面,实体民主确立了党内民主的基本原则和方向,程序民主设立了党内民主运作的基本方式和步骤。党内民主的运作需要规范和权威的程序制度予以保证。研究党内程序民主对于完善党内民主理论,加强党内民主制度体系建设,推进党内民主进程,实现党的自身建设的现代化、规范化、科学化具有重大意义。建立健全党内民主运行的规则与程序,就能保证党内民主的各种制度和措施都能按照规范的程序来运作,实现实体民主和程序民主的有机统一本文分为三个部分：文章第一部分界定党内程序民主的概念、内涵以及党内程序民主建设的重要意义。文章第二部分着重分析中国共产党对党内程序民主的艰辛探索,总结了取得的经验和成就,厘清了存在的问题和原因,阐述了推进党内程序民主建设的有利条件。文章第三部分论述了党内程序民主建设应坚持的指导思想和基本原则,以及党内程序民主建设的路径选择。由于制度带有根本性、稳定性和全局性,在构建党内程序民主建设的路径时,着力点在于构建党内程序民主制度。这些程序性制度包括健全和完善党内民主集中制,加强和完善党的代表大会制度,建立健全党员权利保障制度,建立健全党内监督制度,建立和完善党内决策制度等。
[Abstract]:A democratic political life is the purpose of inner-party democracy. Entity democracy and procedural democracy are two sides of inner-party democracy. Entity democracy establishes the basic principle and direction of inner-party democracy, procedural democracy establishes the basic mode and steps of inner-party democracy operation. The operation of inner-party democracy needs to be guaranteed by standard and authoritative procedural system.Study on inner-party procedural democracy can improve the theory of inner-party democracy, strengthen the construction of inner-party democratic system, and promote the process of inner-party democracy. It is of great significance to realize the modernization, standardization and scientization of the Party's self-construction. By establishing and perfecting the rules and procedures for democratic operation within the Party, we can ensure that all systems and measures of inner-party democracy can operate in accordance with the standard procedures. The realization of the organic unity of substantive democracy and procedural democracy this paper is divided into three parts: the first part of the article defines the concept of inner-party procedural democracy the connotation and the significance of the construction of inner-party procedural democracy. The second part of the article focuses on the analysis of the Communist Party of China's hard exploration of inner-party procedural democracy, summarizes the experience and achievements, clarifies the existing problems and reasons, and expounds the favorable conditions for promoting the inner-party procedural democracy construction. The third part discusses the guiding ideology and basic principles of the democratic construction of inner-party procedure, as well as the path choice of the democratic construction of inner-party procedure. Because of the fundamental, stable and overall nature of the system, the key point of constructing the democratic system of the inner-party procedure lies in the construction of the path of the democratic construction of the inner-party procedure. These procedural systems include perfecting and perfecting the democratic centralism within the Party, strengthening and perfecting the system of the Party Congress, establishing and perfecting the system of guaranteeing the rights of party members, establishing and perfecting the system of inner-party supervision, and establishing and perfecting the system of inner-party decision-making, etc.
