民主评议行风中的方法及应用

【摘要】:民主评议行风是在纠正部门和行业不正之风工作中涌现出来的新生事物,是依靠群众对政府部门和行业工作进行监督的一个创造。中央领导同志对民主评议行风曾做出重要批示:“要从实践中探索行风评议的最佳模式,力求评议客观、公正、有可比性”。因此,研究民主评议行风的理论方法及应用,具有重要的理论意义和应用价值。 许多国家都开发了运用于评价公共部门公众满意度的相关测评模型,其中又以顾客满意度模型运用最为广泛。本人在纪检部门从事纠正行业不正之风工作六年,以参与民主评议行风工作的亲身感受,结合在职攻读研究生所学公共管理学的知识,针对我国公共部门的特点,参考美国顾客满意度指数(ACSI)模型,通过比较借鉴,构建了我国行风满意度测评模型和指标体系,并以KF区城管大队为例进行实证分析,研究适合我国的行风评价方法。 本文共分四个部分:首先,阐述论文的研究背景及意义,国内外研究现状,从理论和实践上加以论证。其次,对民主评议行风的理论方法进行阐述,包括相关概念、基本要素、基本理论和评议方法。第三,通过与国外顾客满意度模型进行对比研究,提出我国行风评议与国外顾客满意度测评的共性与差异,总结经验,加以借鉴,建立我国行风评议的测评模型和指标体系。最后,以KF区城管大队为例进行实证分析,并提出完善行风评议的相关政策建议。本文采用了理论分析和实证分析相结合的方法,力求在行风评议方法的改进方面做一些研究和探讨。
[Abstract]:The practice of democratic evaluation is a new thing that emerges in the work of correcting the unhealthy work of departments and industries, and it is a creation of relying on the masses to supervise the work of government departments and industries. The leading comrades of the central government have given important instructions to the practice of democratic appraisal: "We should explore the best mode of practice for the evaluation of democratic criticism, and strive to evaluate it objectively, impartially, and comparable." Therefore, it is of great theoretical significance and practical value to study the theoretical methods and applications of democratic evaluation practices. Many countries have developed relevant evaluation models for evaluating public satisfaction in the public sector. Among them, customer satisfaction model is the most widely used. I have been working in the discipline inspection department for six years to correct the unhealthy trend of the industry, in order to participate in the work of democratic appraisal and conduct personal experience, combined with the knowledge of public management learned by on-the-job graduate students, aiming at the characteristics of the public sector in our country. Referring to the American customer satisfaction Index (ACSI) model, this paper constructs the evaluation model and index system of China's travel-style satisfaction, and takes the urban management team of KF district as an example to make an empirical analysis. This paper is divided into four parts: first of all, the research background and significance of the paper, the domestic and foreign research status quo, from the theory and practice to demonstrate. Secondly, it expounds the theory and methods of democratic appraisal, including related concepts, basic elements, basic theories and evaluation methods. Thirdly, through the comparative study with the foreign customer satisfaction model, this paper puts forward the commonness and difference between our country's industry style evaluation and foreign customer satisfaction evaluation, sums up the experience, and sets up the evaluation model and index system of our country's industry style evaluation. Finally, take the KF district urban management brigade as an example to carry on the empirical analysis, and puts forward the related policy suggestion which consummates the profession style appraisal. This paper adopts the method of combining theoretical analysis and empirical analysis, and tries to do some research and discussion on the improvement of the evaluation method.
