社会转型期民间体育组织培育和发展的个案研究

【摘要】：社会转型期一个显著的特点就是新媒体的发展与运用，新媒体时代的到来使各种新思想、新技术、新观点融合在一起，呈现出纷繁的新景象。随着“政府向社会购买公共服务”政策推行的加广与加深，，政府与民间组织的关系也逐渐在发生变化，由政府的单一管控式管理向政府、社会、民间组织协同治理转变。这些转变将为民间体育组织的发展迎来春天，“黎明脚步组织”正是在社会转型期新媒体广泛应用的背景下兴起和发展起来的民间体育组织的新型代表。本研究重点对社会转型期利用新媒体传播和发展起来的“黎明脚步组织”进行生态还原，呈现出其真实的生存背景、发展过程等，旨在丰富我国民间体育组织培育和发展的研究内容，以期对民间体育组织培育和发展提供理论上的借鉴。本研究首先运用质性研究方法，以“黎明脚步组织”为调查对象，作者以参与者和研究者的双重身份深入发起地河南省焦作市、发展较好的山西省运城市、北京市进行实地调研，运用集体访谈、个人访谈、参与观摩及问卷发放等多种渠道对其进行深入了解，并进行详细的描述和分析，还原一个真实可信的图景。对“黎明脚步组织”作了三方面的案例呈现：产生与发展(诞生背景、诞生过程、发展状况)、现状与分析（组织管理、活动开展、经费运作、信息化工作、合法性身份）、培育状况（虚拟式、实体式）；其次，运用SWOT模型分析法对质性研究呈现的真实图景进行态势分析，分析其自身的优势和劣势以及面临的机遇与挑战。分析表明：“黎明脚步组织”目前有身份认同中官方合法性的缺失；组织自身治理方式的滞后和治理机制的缺乏；强大而又脆弱的卡理斯玛权威；培育过程简单化及方式的单一性四个方面的组织劣势。同时又面临着组织自身各方面能力不足、外部环境激烈、社会组织培育能不能接地气的挑战。最后，针对组织劣势和面临的挑战，本研究对社会转型期民间体育组织未来发展的路径提出具体化建议：在身份认同方面要充分利用媒体搭台，明确官方合法性；在治理机制上要实现多元合作治理，并且保证治理的民主性；卡理斯玛权威方面要积极构建组织的公共理性，形成组织成员共同遵守共识性，强化凝聚力，避免个人魅力渐退时影响组织的发展；要积极拓宽思路，创新培育模式，避免培育模式守旧单一；最重要的是要推进社会组织立法，完善法治建设，以保证民间体育组织的良性运行。
[Abstract]:The development and application of new media is a remarkable feature in the period of social transformation. The arrival of new media era makes all kinds of new ideas, new technologies and new viewpoints merge together and present a new and complicated scene. With the increasing and deepening of the policy of "the government buys the public service from the society", the relationship between the government and the civil organization is gradually changing, from the single management of the government to the cooperative governance of the government, the society and the civil organization. These changes will usher in spring for the development of folk sports organizations. "Dawn step Organization" is a new type of representative of folk sports organizations rising and developing under the background of the extensive application of new media in the period of social transformation. This study focuses on the ecological restoration of "Dawn step Organization", which is spread and developed by new media in the period of social transformation, and presents its real living background, development process and so on. The purpose of this paper is to enrich the research contents of the cultivation and development of folk sports organizations in China, in order to provide theoretical reference for the cultivation and development of folk sports organizations. This research first uses qualitative research method, takes "dawn footstep organization" as the investigation object, the author takes the participant and the researcher dual identity to launch deeply, Henan Province Jiaozuo city, develops the good Shanxi Province Yuncheng. Beijing carries on the field investigation, uses the collective interview, the individual interview, participates in the observation and the questionnaire distribution and so on various channels carries on the thorough understanding to it, and carries on the detailed description and the analysis, restores a true and credible picture. This paper presents three cases of "Dawn step Organization": birth and development (birth background, birth process, development status), current situation and analysis (organization and management, activity development, fund operation, information work, etc.), Secondly, using SWOT model analysis method to analyze the real situation of qualitative research, and analyze its own strengths and weaknesses, as well as the opportunities and challenges it faces. The analysis shows that the Dawn footstep Organization has the lack of official legitimacy in its identity, the lag of its own governance style and the lack of governance mechanism, the strong and fragile authority of Karisma; The organizational disadvantage of simplification of cultivation process and singularity of mode. At the same time, it is faced with the challenge that the ability of organization itself is insufficient, the external environment is fierce, and the cultivation of social organization can be approachable. Finally, in view of the organizational disadvantage and the challenges, this study puts forward specific suggestions for the future development of non-governmental sports organizations in the social transition period: make full use of the media to set up the stage in the aspect of identity, and make clear the official legitimacy; In the governance mechanism, we should realize pluralistic cooperative governance and guarantee the democracy of governance. In the authority aspect of Karisma, we should actively construct the public rationality of the organization, form the common sense of common understanding among the members of the organization, and strengthen the cohesion. To avoid influencing the development of the organization when the personal charm gradually recedes; to actively broaden the train of thought, to innovate the cultivation model, and to avoid the old-fashioned cultivation model; the most important thing is to promote the legislation of social organizations and improve the construction of the rule of law.
