公共行政视角下的民主党派机关自身建设研究

【摘要】：本文通过对中国共产党统一战线政策和中国政党制度的介绍,阐述民主党派的作用和加强民主党派自身建设的必要性和迫切性,并进一步分析民主党派机关建设的重要性和意义。通过对横向调研和纵向调研的结果进行分析,揭示民主党派机关存在的主要问题和弊端,以及不能通过调研结果来显示出来的其他问题。在公共行政管理视角下来分析民主党派机关存在问题产生的深层次原因和具体原因,寻找解决问题的思路和方法,并进一步描绘解决问题后的民主党派机关自身建设所应具有的一些普遍特点。随着中国公务员法的实施,民主党派机关正式列入公务员法的实施范围,民主党派机关自身建设的所有内容都必须符合公务员法及其配套法规的有关规定,完全可以应用有关的公共行政管理理论来进行分析研究。民主党派机关自身建设包括领导班子建设、制度建设、干部培养体制、组织建设、思想建设等各个方面,本文重点讨论民主党派机关中的领导班子建设和干部培养体制,并着重应用了领导学原理和公共部门人力资源管理的有关理论,以及中国公务员法及其配套法规的有关规定来分析研究民主党派的机关自身建设。
[Abstract]:Through the introduction of the United front policy of the Communist Party of China and the political party system of China, this paper expounds the role of the democratic parties and the necessity and urgency of strengthening the construction of the democratic parties themselves. And further analysis of the importance and significance of the construction of democratic party organs. By analyzing the results of horizontal and vertical investigation, the paper reveals the main problems and disadvantages of democratic party organs, and other problems that can not be shown by the results of investigation. From the perspective of public administration, this paper analyzes the deep-seated causes and specific causes of the problems existing in the organs of democratic parties, and looks for ideas and methods to solve the problems. Furthermore, it describes some general characteristics of the democratic party's self-construction after solving the problem. With the implementation of the Civil servant Law in China, the organs of the democratic parties are formally included in the scope of the implementation of the Civil servants Law. All the contents of the construction of the organs of the democratic parties must conform to the relevant provisions of the Civil servants Law and its supporting regulations. It is possible to apply the theory of public administration to the analysis and research. The self-building of organs of democratic parties includes the construction of leading bodies, the construction of systems, the system of cadre training, the construction of organizations, the construction of ideology, and so on. This paper focuses on the construction of leading groups and the system of cadre training in democratic party organs. The principles of leadership and the theory of human resource management in the public sector, as well as the relevant provisions of China's Civil Service Law and its supporting regulations, are emphatically applied to analyze and study the self-construction of the organs of the democratic parties.
