关于精英在我国民主进程中地位及作用的思考

【摘要】：自我国选举制度诞生之日起,农村与城市每一位代表所代表的人数就殊有不同,《选举法》对这一比例的修改引发了社会、学界的广泛讨论。笔者就精英治理这一角度出发,对我国的民主进程中的种种现象和制度进行了剖析,发现无论是在农村的选举事件当中还是城市的公民社会建设中,从已有的案例和理论的创新来看,精英在其中扮演的角色毫无疑问是重要的。体制内精英、体制外精英,治理精英、非治理精英,政治精英、经济精英、文化精英,乡村精英、城市精英,文中出现的各种精英的概念并非是固化的、一成不变的。正是通过各类精英在民主的各项事业当中合作、沟通、博弈,基于自身的利益或是出于民主方式的思考、对社会公益的热衷,他们都自觉不自觉地成为了中国民主进程中添砖加瓦的一员员大将。也正如此,他们通过能力和实践为精英在中国民主建设中提供了一条切实之路。
[Abstract]:Since the birth of the electoral system in China, the number of deputies represented by each delegate in rural and urban areas has been different, and the revision of this proportion by the Electoral Law has aroused widespread discussion in society and academia. From the perspective of elite governance, the author analyzes the various phenomena and systems in the democratic process of our country, and finds out that both in the election events in rural areas and in the construction of civil society in urban areas, From the existing cases and theoretical innovation, the role played by the elite is undoubtedly important. The concept of the elites in the system, outside the system, in governance, in non-governance, in politics, in economy, in culture, in the countryside and in the city, is not fixed. It is through all kinds of elites who cooperate, communicate, play games with each other in the cause of democracy, based on their own interests or thinking out of a democratic way, that they are keen on the public good of society. Whether or not they have consciously become part of China's democratic process. As such, they provide an effective way for the elite to build democracy in China through ability and practice.
