宁夏法治建设的辉煌成就

【摘要】：自治区第十一次党代会以来,在以习近平同志为核心的党中央的坚强领导下,全面落实党的十八大和十八届历次中央全会精神。五年来,我们奋力改革创新,砥砺奋进,胜利完成了第十二个国民经济和社会发展规划,在"三去一降一补"政策的推动下,实现了"十三五"的良好开局,各条战线都取得新的重大成就,城乡就业逐年增加,家庭财产稳定增加,衣食住行条件明显改善,人民生活水平显著提高。民主法制建设迈出新步伐,社会建设取得新进步。拙文回顾了自治区第十一次党代会以来地方立法所取得的成就,但是,我区当前地方立法与党的要求及人民的期望,还有很大差距:地方性法规体现地方特点、民族特色不足;民族立法权未能充分发挥;立法精细化不足。这些都需要在今后的立法中予以改善和加强。地方立法,一要继续加强党的领导这一社会主义立法的根本经验;二要加强和完善民主立法;三要加强和完善科学立法;四要加强民族立法;五要加强和完善设区市的立法工作建设。
[Abstract]:Since the 11th Party Congress of the Autonomous region, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, the spirit of the 18th CPC Congress and the successive plenary sessions of the 18th CPC Central Committee has been fully implemented. Over the past five years, we have worked hard to reform and innovate, to forge ahead, to successfully complete the 12th national economic and social development plan, and to achieve a good start to the 13th Five-Year Plan under the policy of "three go, one reduction and one Supplement." New major achievements have been made on all fronts. Employment in urban and rural areas has increased year by year, family property has steadily increased, conditions of clothing, food, housing and transportation have improved markedly, and the living standards of the people have improved significantly. New steps have been made in building democracy and the legal system, and new progress has been made in social construction. This article reviews the achievements of the local legislation since the 11th Party Congress of the Autonomous region. However, there is still a big gap between the current local legislation and the requirements of the Party and the expectations of the people: the local laws and regulations reflect the local characteristics, and the national characteristics are insufficient; The national legislative power has not been brought into full play; the legislative refinement is insufficient. These need to be improved and strengthened in future legislation. Local legislation should, first, continue to strengthen the Party's leadership as the fundamental experience of socialist legislation; second, strengthen and perfect democratic legislation; third, strengthen and perfect scientific legislation; fourth, strengthen national legislation; Fifth, we must strengthen and improve the legislative work of district cities.
