当代中国民主政治建设中的网络政治参与研究

【摘要】： 网络时代互联网成为公民参与政治的一个备受关注的新的平台,网络政治参与的不断发展给社会公共政治生活带来了巨大的发展和变化,促进了社会民主政治建设,但这种新的参与形式在给民主政治建设带来很大的机遇和动力的同时又带来了很多挑战和障碍,网络参政不平衡的数字鸿沟现象严重,非理性非规范的无序参与,政府上网工程以及网络法制建设尚处于探索和研究的初期阶段等等,由此我们需要正确面对和审视互联网对民主政治建设的一系列影响,充分利用高科技带来的正面影响进一步推动民主政治建设,更要高度重视其对民主政治的危害,采取一系列应对防范措施,把危害降到最低程度。网络时代出现的网络政治参与具有传统政治参与渠道所不可比拟的优越性,并对社会民主政治建设产生了复杂深刻的影响和意义,我们应该以辩证而审慎的眼光去看待和观察新事物的产生和发展,采取措施消除调整引起非理性非规范性网络政治参与的负面因素,努力构建健康,有序,法制化的网络环境,不断完善网络政治参与的标准化和规范化等制度体系方面以进一步促进社会民主政治建设。同时我们也应注意到完善的网络政治参与途径对于社会民主政治的发展只能起到一种推动促进作用,社会民主政治建设的发展根本上需要良好的公民政治文化,较发达的政治公共领域以及权力结构的根本性改变等主要决定因素,因此促进民主政治建设关键应该取决于发明操控网络的人类社会,取决于社会权力结构和生产方式的根本性变更。
[Abstract]:In the Internet era, the Internet has become a new platform for citizens to participate in politics. The continuous development of network political participation has brought tremendous development and change to the social public political life, and promoted the construction of social democracy and politics. However, this new form of participation not only brings great opportunities and impetus to the construction of democratic politics, but also brings many challenges and obstacles. The government's Internet access project and the construction of the network legal system are still in the early stages of exploration and research. Therefore, we need to correctly face and examine the series of influences of the Internet on the construction of democratic politics. We should make full use of the positive effects of high technology to further promote the construction of democratic politics, attach great importance to its harm to democratic politics, and take a series of countermeasures to minimize the harm. The network political participation in the network times has the superiority which the traditional political participation channel cannot compare, and has produced the complex profound influence and the significance to the social democratic politics construction. We should look at and observe the emergence and development of new things from a dialectical and prudent perspective, take measures to eliminate the negative factors that lead to irrational and non-normative network political participation, and strive to build a healthy, orderly and legalized network environment. In order to further promote the construction of social democratic politics, the standardization and standardization of network political participation should be improved. At the same time, we should also notice that the perfect network political participation way can only play a role in promoting the development of social democratic politics. The development of social democratic political construction basically needs a good citizen political culture. The more developed political public sphere and the fundamental changes in the power structure are the main determinants, so the key to promoting democratic politics should depend on the invention of a human society that manipulates the network. It depends on the fundamental changes in the structure of social power and the mode of production.
