全面推进依法治国背景下大学生法治意识提升研究

【摘要】：党的十八届四中全会明确提出全面推进依法治国,这对大学生法治教育提出了更高的要求,因此,通过文献研究法和问卷调查法,梳理当前大学生法治意识存在的问题,并结合全面推进依法治国的宏观环境研究如何提升大学生法治意识,具有显著的理论价值和现实意义。本文的主要内容以及观点:首先,法治意识包括崇高意识、平等意识、权利义务意识、民主意识等等。法治意识是一个关于法律和法治现象的意识形态系统,是个体和群体关于法律和法治现象特别是对现行法律制度的观点、知识、心理和思想的总称。全面推进依法治国背景下进一步提升大学生法治意识,是全面提高大学生素质的需要,也是提高全社会法治意识的需要,是保证国家和谐稳定的需要。其次,调研数据显示,目前大学生法治意识存在法律素养整体不理想、法律权威意识淡薄、权利义务意识需要提高、平等意识有待加强、权利制约意识急需提升、自觉投身法治建设的意识差等问题。究其原因,主要有高校的法治意识培育工作不到位、大学生自身不重视提高法治认知水平、法治环境有待改善、家庭教育对大学生法治意识养成的缺位等方面。最后,在全面推进依法治国背景下提升大学生法治意识,高校要加强大学生法治意识培育,要在坚决执行十八届四中全会的政策方针,坚持四个原则即教育与自我教育相结合、坚持以学生为本、服务学生为育人中心、坚持两个结合以及全方位渗透的原则的前提下,完善其内部管理制度、督促教师和辅导员充分了解教学内容、不断改革教学内容、利用“第二课堂”、加强师资力量,以有效的推进大学生法治意识的培育。同时,还要进一步增强大学生法治意识的自觉性和主观能动性。另外,各级政府和高校要营造良好的政策环境、努力培育社会主义法治文化环境。最后,还要充分发挥家庭教育对大学生法治意识提升的作用。如此,以高校为教育提升主体,以大学生、社会、家庭为配合,形成合力,才能进一步提升大学生法治意识,进而达到全面推进依法治国的要求。
[Abstract]:The fourth Plenary session of the 18th CPC Central Committee explicitly proposed to advance the rule of law in an all-round way, which puts forward higher requirements for college students' rule of law education. Therefore, through literature research and questionnaire survey, this paper combs the problems existing in college students' awareness of the rule of law. It is of great theoretical value and practical significance to study how to promote college students' consciousness of ruling by law in combination with the macro environment of promoting the rule of law in an all-round way. The main contents and viewpoints of this paper are as follows: firstly, the consciousness of rule of law includes sublime consciousness, equality consciousness, right and obligation consciousness, democratic consciousness and so on. The consciousness of rule of law is an ideological system about law and the phenomenon of rule of law. It is the general term of individual and group on the phenomenon of law and rule of law, especially on the view, knowledge, psychology and thought of the current legal system. Under the background of ruling the country according to law, it is necessary to improve the quality of college students, to improve the consciousness of rule of law in the whole society, and to ensure the harmony and stability of the country. Secondly, the investigation data show that the legal literacy of college students is not ideal, the consciousness of legal authority is weak, the consciousness of rights and obligations needs to be improved, the consciousness of equality needs to be strengthened, and the consciousness of right restriction needs to be improved urgently. Conscious participation in the construction of the rule of law awareness is poor, and so on. The main reasons are that the cultivation of the awareness of the rule of law in colleges and universities is not in place, the college students themselves do not attach importance to improving the level of understanding of the rule of law, the environment of the rule of law needs to be improved, and the absence of family education in the cultivation of awareness of the rule of law. Finally, in the context of comprehensively promoting the rule of law, colleges and universities should strengthen the cultivation of students' awareness of the rule of law, resolutely implement the policy guidelines of the fourth Plenary session of the 18th CPC Central Committee, and adhere to the four principles, that is, the combination of education and self-education. Adhere to the premise of taking students as the basis, serving the students as the center of education, adhering to the principles of two combinations and all-round infiltration, perfecting its internal management system, urging teachers and counselors to fully understand the teaching contents, and constantly reforming the teaching contents, In order to promote the cultivation of college students' consciousness of rule of law, the second classroom should be used to strengthen teachers' strength. At the same time, we should further enhance the consciousness and subjective initiative of college students'consciousness of rule of law. In addition, governments and universities at all levels should create a good policy environment and strive to foster a socialist cultural environment for the rule of law. Finally, we should give full play to the role of family education on the promotion of college students' awareness of the rule of law. In this way, taking colleges and universities as the main body of education and college students, society and family as cooperation, forming a joint force, can further enhance the awareness of the rule of law of college students, and then achieve the requirements of comprehensively promoting the rule of law.
