云南省公用事业产品价格规制研究

【摘要】:中国新一轮经济体制改革的核心是处理好政府和市场的关系,使市场在资源配置中起决定性作用和更好的发挥政府作用,解决市场体系完善、政府干预过多和监管不到位问题,价格规制是经济管理的重要手段之一,十八大三中全会提出“要完善主要由市场决定价格的机制。凡是能由市场形成的价格都交给市场,政府不进行不当干预。推进水、石油、天然气、电力、交通、电信等领域价格改革,放开竞争性环节价格。政府定价范围主要限定在重要公用事业、公益性服务、网络型自然垄断环节。完善农产品价格形成机制,注重发挥市场形成价格作用”。本文研究云南省公用事业价格规制存在问题,提出改善之道,对今后公用事业价格理论的探索具有一定的理论意义。 改革开放30年,我国公用事业的价格规制工作推进了价格规制的政府定价目录、政府价格听证决策办法、价格监审为核心价格体系建设,但随着社会经济的发展和民主进程的推进,价格规制中科学性、民主性、法治化方面仍存在问题:第一,在公用事业产品的规制内容上,整个公用事业产品全线价格都是政府定价,没有按照垄断性和竞争性环节进行分类定价;第二,由于垄断企业自身存在的信息不对称属性,使公用事业企业存在俘虏规制部门和虚报成本的存会,致使现有的成本监审和成本加成法定价模型失效。第三,价格决策中的信息不公开、听证程序不规范使公用事业产品的价格听证会一直处于社会的风口浪尖,网络、报纸、甚至于主流媒体都出现水价、电费价格听证不公开、不透明、“暗箱操作”,“逢听必涨”、“逢涨必听”等舆论,价格规制部门的公信力遭到社会各界的质疑。第四,有关公用事业价格方面的法律和监督机制不完善。笔者借鉴国内外放松规制理论、激励规制理论和西方成熟的价格听证会实践等价格规制理论,对云南省的公用事业价格规制的现状、存在问题、可改进的方向进行了初步的探讨、分析与研究。
[Abstract]:The core of China's new round of economic restructuring is to properly handle the relationship between the government and the market, so that the market can play a decisive role in the allocation of resources and give better play to the role of the government, so as to solve the problems of perfecting the market system, excessive government intervention and inadequate supervision. Price regulation is one of the important means of economic management. Any price that can be formed by the market is given to the market, and the government does not interfere improperly. Promote water, oil, natural gas, electricity, transportation, telecommunications and other areas of price reform, liberalize competitive link prices. The range of government pricing is limited to important public utilities, public welfare services and network natural monopoly. Improve the agricultural product price formation mechanism, pay attention to give play to the role of market formation price. This paper studies the problems existing in the price regulation of public utilities in Yunnan Province, and puts forward some ways to improve it, which has certain theoretical significance for the exploration of the price theory of public utilities in the future. After 30 years of reform and opening up, the price regulation of public utilities in China has promoted the construction of the government pricing catalogue of price regulation, the decision-making method of government price hearing, and the construction of price supervision and examination as the core price system. However, with the development of social economy and the advancement of democratic process, there are still some problems in price regulation in the aspects of science, democracy and rule of law: first, in the content of regulation of public utility products, The whole line price of the whole public utility product is the government price, and it is not classified according to the monopoly and the competitive link. Second, because of the information asymmetry attribute of the monopoly enterprise itself, The existing cost supervision and audit model and cost addition pricing model are invalid due to the existence of captive regulatory departments and the existence of false cost statements in public utility enterprises. Third, the information in price decision-making is not disclosed, and the hearing procedures are not standardized so that the price hearings of public utilities products have always been at the forefront of social unrest. Water prices appear in the Internet, newspapers, and even the mainstream media, and the hearings on electricity prices are not disclosed. Opaque, "dark box operation", "every hearing will rise", "every rise must listen" and other public opinion, the credibility of price regulation departments have been questioned by all walks of life. Fourth, the law and supervision mechanism on the price of public utilities are not perfect. The author draws lessons from the domestic and foreign deregulation theory, the incentive regulation theory and the western mature price hearing practice and so on price regulation theory, to Yunnan Province public utility price regulation present situation, exists the question. The direction of improvement is discussed, analyzed and studied.
