村民自治下四川农村民主管理研究

【摘要】：农村民主是国家政治民主的一个重要组成部分。在走过一段曲折的路程后,民主管理在全国农村不断展开的同时也揭开了中国农村民主政治建设的新篇章。无疑,加强农村民主管理问题的研究对进一步推进农村基层民主建设、激发和调动广大农民群众投身社会主义新农村建设、对于维护农村的发展和稳定具有非常重要的意义。村民自治是中国农民在实践中探索出的治理农村、建设农村、发展农村的一条正确道路,是中国人民又一次集体智慧的结晶,它是继家庭联产承包责任制、乡镇企业之后在农村进行的第三次革命性变革,它发端于上世纪八十年代初,兴起于上世纪九十年代。其中,“民主选举、民主管理、民主决策、民主监督”是村民自治的核心内容,民主管理又是“四个民主”中的重要一环。民主管理的完善与否,直接影响着村民自治的发展。目前,广大农村已普遍建立起以村级民主选举、民主决策、民主管理和民主监督为基本内容的村民自治制度。从全国来看,农村民主管理还只是处于起步阶段,存在一些问题,但也取得了一定的成就。在农村要集中力量搞好民主管理,因为民主管理对农民的主体意识、参与意识、民主监督意识的培育具有重要意义和作用,有利于社会主义新农村建设的顺利进行和社会主义和谐社会的构建。本文的研究主要集中在四川这个能够迸发很多民主与理想火花的地方,通过调查问卷与实地调查相结合,具体了解四川农村民主管理的现状以及四川农村民主管理中出现的问题。当前四川农村民主管理的发展程度与村民期望之间存在着一定的差距,村民期盼着民主管理能够尽早的真正实现,但民主管理在实际运行中却不能完全实现它的功能,这就形成了很大的矛盾,这个矛盾也成为了社会中的不和谐因素。通过调查,四川农村民主管理中还存在着一些问题,如村民参与的缺失、村务公开还不够完善、民主管理的法制建设还比较落后等,其中最主要的就是表现在村规民约的制定和执行两个方面。通过对四川农村村民自治中民主管理存在问题的原因进行分析,提出了相应对策,期望这些对策能为农村民主管理的发展与完善提供一点有益的帮助。
[Abstract]:Rural democracy is an important part of national political democracy. After a period of twists and turns, democratic management has opened a new chapter in the construction of rural democracy in China. Undoubtedly, the study of strengthening the rural democratic management is of great significance to further promote the rural grass-roots democratic construction, to stimulate and mobilize the broad masses of farmers to join in the construction of the new socialist countryside, and to maintain the development and stability of the rural areas. Villagers' autonomy is a correct way for Chinese farmers to manage, build and develop rural areas in practice. It is another crystallization of the collective wisdom of the Chinese people. The third revolutionary reform of township enterprises in rural areas began in the early eighties of the last century and rose in the 1990s. Among them, "democratic election, democratic management, democratic decision-making, democratic supervision" is the core content of villagers' autonomy, and democratic management is an important part of "four democracies". The perfection of democratic management directly affects the development of villagers' autonomy. At present, villager autonomy system has been established in rural areas with the basic contents of village democratic election, democratic decision-making, democratic management and democratic supervision. From the national point of view, rural democratic management is still in its infancy, there are some problems, but it has also made some achievements. In rural areas, we should concentrate our efforts on democratic management, because democratic management plays an important role in the cultivation of farmers' consciousness of subject, participation, and democratic supervision. It is conducive to the construction of a new socialist countryside and the construction of a harmonious socialist society. The research in this paper is mainly focused on Sichuan, a place that can burst out a lot of democracy and ideal sparks. Through the combination of questionnaires and field investigations, To understand the current situation of Sichuan rural democratic management and the problems in Sichuan rural democratic management. At present, there is a certain gap between the development degree of rural democratic management in Sichuan and the expectation of villagers. Villagers expect democratic management to be realized as soon as possible, but democratic management cannot fully realize its function in actual operation. This formed a great contradiction, this contradiction also became the social disharmony factor. Through the investigation, there are still some problems in the democratic management of Sichuan's rural areas, such as the lack of villagers' participation, the incomplete disclosure of village affairs, the backward legal construction of democratic management, etc. One of the most important is the performance of the village rules and the implementation of the two aspects. Based on the analysis of the causes of the problems in the democratic management of the rural villagers in Sichuan province, the author puts forward the corresponding countermeasures, and hopes that these countermeasures can provide some beneficial help for the development and improvement of the rural democratic management.
