广州社会管理创新问题与对策研究

【摘要】:社会管理通常是指以政府为主导的包括其他社会力量在内的行为主体,在法律、法规、政策的框架内,通过各种方式对社会领域的各个环节进行组织、协调、服务、监督和控制的过程。 随着经济社会的快速发展,我国在社会管理方面面临一些新情况、新问题和新挑战,原有的政府统管一切的社会管理方式,在许多方面已经不能完全适应新的发展需要。这就要求我们要深入研究社会管理规律,更新社会管理观念,整合社会管理资源,创新社会管理的体制机制,形成社会管理的新格局。各级党委和政府已经充分认识到新形势下加强和创新社会管理的重大意义,中央根据社会转型期社会建设面临的诸多新课题作出了创新社会管理服务的重大战略部署,其最终目的是通过完善机制、健全平台、信息共享、部门联动等有力措施,全面推进社会服务一体化和社会管理精细化,实现人的全面发展,构建和谐社会。 当前广州社会管理创新面临的问题突出地表现在社会管理创新的观念有待加强、社区管理体制行政化、社区居民参与不足、社会管理主体职能发挥不充分、社会组织和专业社工人才培育不够、社会矛盾的诱发因素增多、管理难度加大、制度机制不健全等方面,其深层原因在于社会分化、利益多元化和社会体制改革严重滞后等。为此,必须不断更新社会管理理念,努力构建新型的政府与社会关系,加强组织领导,完善社区治理结构,加强基础设施建设,将社会管理体制、利益协调体制、社会保障体制、社会工作体制、社会组织管理体制和社会应急管理体制确立为社会管理体制完善的重点任务,不断完善和发展中国特色社会管理体系,使社会管理与发展社会主义市场经济、民主政治、先进文化,,以及建设和谐社会的要求相适应,紧紧围绕全面建设小康社会的总目标,牢牢把握最大限度激发社会活力、最大限度增加和谐因素、最大限度减少不和谐因素的总要求,完善党委领导、政府负责、社会协同、公众参与、法治保障的的社会管理体制,加强社会管理法律、制度、体制、机制、能力建设,完善社会管理服务,为社会主义现代化建设事业发展营造良好的社会环境。 本文在坚持以马克思主义历史唯物主义和辩证唯物主义为指导的基础上,着重使用了政策分析和理论分析相结合的方法,并注意理论与现实的结合。实证研究当前和今后一段时期广州社会管理创新工作的理论与实践问题。综合分析了社会管理基本内涵和重点领域,深入考察目前广州社会管理创新的现状、问题与发展趋势,借鉴国内外社会管理创新经验,提出了加强和创新广州社会管理服务的对策。
[Abstract]:Social management usually refers to the government as the leading actors, including other social forces, within the framework of laws, regulations and policies, through a variety of ways to organize, coordinate and serve all aspects of the social field. The process of monitoring and controlling. With the rapid development of economy and society, our country is faced with some new situations, new problems and new challenges in social management. This requires us to deeply study the law of social management, renew the concept of social management, integrate the resources of social management, innovate the institutional mechanism of social management, and form a new pattern of social management. Party committees and governments at all levels have fully realized the great significance of strengthening and innovating social management under the new situation, and the Central Committee has made a major strategic plan for innovating social management services according to many new topics facing social construction in the period of social transformation. The ultimate aim is to promote the integration of social services and social management in an all-round way by perfecting the mechanism, perfecting the platform, sharing information and linkage of departments, so as to realize the all-round development of human beings and build a harmonious society. At present, the problems facing social management innovation in Guangzhou are that the concept of social management innovation needs to be strengthened, the community management system is administrated, the community residents' participation is insufficient, and the main function of social management is not given full play. Social organizations and professional social workers are not trained enough, the factors of social contradictions are increased, the management difficulty is increased, and the system mechanism is not perfect. The deep reasons lie in the social differentiation, the diversification of interests and the serious lag of the reform of the social system. Therefore, we must constantly renew the concept of social management, strive to build a new type of government and social relations, strengthen organizational leadership, perfect the structure of community governance, strengthen the construction of infrastructure, and coordinate the social management system and the interest coordination system. The social security system, the social work system, the social organization management system and the social emergency management system have been established as the key tasks for the improvement of the social management system and the continuous improvement and development of the social management system with Chinese characteristics, To adapt social management to the requirements of developing a socialist market economy, democratic politics, advanced culture, and the construction of a harmonious society, closely surrounding the overall goal of building a well-to-do society in an all-round way, and firmly grasping the need to stimulate social vitality to the maximum extent. To maximize harmonious factors and minimize the overall requirements of disharmonious factors, to improve the social management system of party committee leadership, government responsibility, social coordination, public participation, and the protection of the rule of law, and to strengthen social management laws, systems, and systems. Mechanism, capacity building, improving social management services and creating a good social environment for the development of socialist modernization. Based on the guidance of Marxist historical materialism and dialectical materialism, this paper focuses on the combination of policy analysis and theoretical analysis, and pays attention to the combination of theory and reality. This paper empirically studies the theory and practice of social management innovation in Guangzhou at present and in the future. This paper comprehensively analyzes the basic connotation and key areas of social management, investigates the present situation, problems and development trend of social management innovation in Guangzhou, and draws lessons from the experiences of social management innovation at home and abroad. The countermeasures of strengthening and innovating the social management service in Guangzhou are put forward.
