阿尔山市政府参与大图们倡议次区域合作问题研究

【摘要】：大图们倡议(GTI)2005年之前称之为图们江区域开发项目(GRADP),自该机制建立以来,作为联合国开发计划署(UNDP)原主导、现支持的项目,在基础搭建、国家关系协调以及地区经济发展中取得了一定的成绩。随着中韩自贸协定的签订、俄罗斯远东计划的实施以及蒙古国草原之路的畅想和我国一带一路构想规划战略的实施,给GTI带来了很好的发展前景。广西东盟、云南湄公河等次区域合作的成功范例,在经济领域、社会多元治理等方面的合作为GTI发展提供了很好的借鉴。地方政府作为次区域合作的主体,在合作中发挥着十分重要的作用。次区域的研究对地方政府的主体地位给予了一定的肯定。也有学者将研究的视角集中在地方政府在次区域合作发展中的战略制定,并提出了一定的政策性意见。然而针对一个地方政府做实证分析,对其应承担的责任和发挥的职能作用予以关注,研究其中存在的问题和原因,并提出对策的案例尚未发现。因此,本文以阿尔山市为研究范本,对阿尔山市在参与GTI合作及其中蒙大通道构建的作用进行关注,梳理阿尔山市参与大图们倡议次区域合作基础及现状,分析合作中存在的问题和原因,并在此基础上提出阿尔山市发挥主体作用参与GTI次区域合作的意见和建议。
[Abstract]:Before 2005, the Great Tumen Initiative (GTI) was known as the Tumen River Regional Development Project (GRADPN). Since the establishment of the mechanism, the project, which has been led by the United Nations Development Programme (UNDP) and is now being supported, has been built on a basic basis. With the signing of the Free Trade Agreement between China and South Korea, the implementation of the Russian far East Plan, the imagination of the Mongolian grassland road, and the implementation of the planning strategy of Belt and Road in China, The successful example of Guangxi ASEAN, Yunnan Mekong River and other sub-regional cooperation, in the economic field, Social pluralistic governance and other aspects of cooperation have provided a good reference for the development of GTI. Local governments as the main body of subregional cooperation, Subregional research has affirmed the main position of local government. Some scholars have focused their research on the strategic formulation of local government in the development of sub-regional cooperation. Some policy suggestions are put forward. However, an empirical analysis of a local government is made to pay close attention to its responsibilities and functions, and to study the existing problems and reasons. And the case of countermeasures has not been found. Therefore, this paper takes Alshan as the research model, and pays attention to the role of Alshan in participating in GTI cooperation and the construction of Mongolian channel. This paper reviews the basis and present situation of Alshan's participation in the Great Tumen Initiative, analyzes the problems and reasons in the process of cooperation, and puts forward some suggestions and suggestions for Alshan to play its main role in participating in the sub-regional cooperation of GTI.
