中国-中亚金融合作的动力基础与路径设计——基于“一带一路”的框架视角

【摘要】：中亚是我国"一带一路"战略推进的关键节点,目前中国与中亚五国金融合作历经数年,仍处于初级阶段。文章首先对双方历年来金融合作的进程进行了总结,进而从中亚各国的金融资源、金融体制、金融生态、金融市场化程度、制度塑造等方面出发,分析了金融合作深化中存在的难点;其次,从双方投资、贸易、能源的合作所产生的金融需求以及我国政治经济的统筹思维带来良好的政治环境两方面探讨了金融合作深化的战略空间;最后阐述了深化金融合作的路径和层次安排,以加快投资、贸易、能源合作为主导型路径,以加速发展人民币离岸发展为突破性路径,以强化人文交流加强互信为基础性路径,分阶段分层次进行政府和市场两个层面的制度建设。
[Abstract]:At present, the financial cooperation between China and the five Central Asian countries is still in the primary stage after several years. This paper summarizes the process of financial cooperation between China and Central Asia over the years. From the aspects of financial resources, financial system, financial ecology, degree of financial marketization and institutional shaping of Central Asian countries, the paper analyzes the difficulties in deepening financial cooperation. Secondly, from the aspects of investment and trade between the two sides, The financial demand arising from the cooperation of energy and the good political environment brought by the overall thinking of political economy in our country have discussed the strategic space for deepening financial cooperation, and finally elaborated the path and arrangement of deepening financial cooperation. Taking accelerated investment, trade and energy cooperation as the leading path, accelerating the development of RMB offshore as a breakthrough path, and strengthening people-to-people exchanges and mutual trust as the basic path. Carry on the system construction of government and market two levels in stages.
