澳大利亚高等教育国际化政策嬗变过程研究

【摘要】：经济全球化背景下,发达国家和发展中国家各自从不同的战略角度检视高等教育国际化政策实效,通过不断的制度建设达成参与主体的共识,摒弃保守观念,加强资源投入,澳大利亚高等教育国际化在此过程中取得了举世瞩目的成就。在澳大利亚高等教育发展的不同历史阶段,政府发挥主导作用对高等教育国际化政策做出四次重大调整(对外援助阶段、对外贸易阶段、理性选择阶段和战略发展阶段),不断推动高等教育国际化发展进程,重视多元文化融合和全球理解能力,社会各界积极响应政府政策,采取配套举措充分发挥高等教育国际化的政治、经济、社会文化和学术功能。本文在分析澳大利亚高等教育国际化政策演变过程和特点的基础上,为我国未来制定切实有效的高等教育国际化政策,利用国际化推动一流大学和一流学科建设,拓展与“一带一路”沿线国家的高等教育合作伙伴关系,提供借鉴。本研究共分为五部分:第一部分说明了本研究的研究背景、选题缘由、研究意义,总结评析了国内外对高等教育国际化及澳大利亚高等教育国际化建设研究现状。第二部分主要阐述了澳大利亚高等教育国际化政策的演变过程,从不同时期的政策文本入手,分析了高等教育国际化对外援助阶段、对外贸易阶段、理性选择阶段和战略发展阶段的政策出台背景,实施进程和意涵取向。第三部分,从全球化时代的挑战、政治经济环境入手介绍了有关澳大利亚高等教育国际化政策出台的国际动因、国内动因和高等教育自身发展驱动力,通过归因分析最终得出三点结论:全球化带来新机遇,社会化促生新需求,大众化形成新格局。第四部分,总结了澳大利亚高等教育国际化政策演进经验,主要构建了四个维度:由感性到理性,形成高等教育国际化政策理念;由重量到重质,探索高等教育国际化政策实践;由松散到规制,保障高等教育国际化政策质量;由逐利到双赢,促进高等教育国际化政策可持续发展。第五部分结合澳大利亚高等教育国际化政策演变经验及当前我国“双一流”建设和“一带一路”政策背景,对我国政府今后规划高等教育国际化战略路线提出几点建议:加强国际发展理念;加强政府统筹规划;加强管理制度创新。
[Abstract]:Under the background of economic globalization, both developed and developing countries examine the effectiveness of internationalization policies of higher education from different strategic angles, reach consensus among participants through continuous institutional construction, abandon conservative ideas and strengthen resource input.The internationalization of higher education in Australia has made remarkable achievements in this process.In the different historical stages of Australia's higher education development, the government plays a leading role in making four major adjustments to the internationalization policy of higher education (foreign aid stage, foreign trade stage, foreign trade stage).The rational selection stage and the strategic development stage will constantly promote the internationalization of higher education, attach importance to the integration of multiculturalism and the ability of global understanding, and all sectors of society will respond positively to government policies.Take necessary measures to give full play to the political, economic, social and cultural and academic functions of higher education internationalization.On the basis of analyzing the evolution process and characteristics of Australian higher education internationalization policy, this paper makes a practical and effective higher education internationalization policy for the future of our country, and uses internationalization to promote the construction of first-class universities and disciplines.Expand the higher education partnership with the countries along Belt and Road, and provide reference.This research is divided into five parts: the first part explains the research background, the reason of the topic, the significance of the research, and summarizes and comments on the current situation of the internationalization of higher education and the internationalization of higher education construction in Australia.The second part mainly expounds the evolution process of Australian higher education internationalization policy, starting with the policy texts of different periods, analyzes the foreign aid stage and foreign trade stage of higher education internationalization.The policy background, implementation process and implication orientation of rational choice stage and strategic development stage.The third part, from the challenge of the globalization era, the political and economic environment, introduces the international motivation, the domestic motivation and the driving force of the development of the higher education itself, which are related to the internationalization policy of higher education in Australia.Through attribution analysis, three conclusions are drawn: globalization brings new opportunities, socialization promotes new demand, and popularization forms a new pattern.The fourth part summarizes the evolution experience of Australian higher education internationalization policy, mainly constructs four dimensions: from perceptual to rational, form higher education internationalization policy concept, from weight to quality,To explore the practice of internationalization policy of higher education; to ensure the quality of internationalization policy of higher education from looseness to regulation; to promote the sustainable development of internationalization policy of higher education from profit to win-win.The fifth part combines the Australian higher education internationalization policy evolution experience and the present China "double first-class" construction and "Belt and Road" policy background,Some suggestions are put forward for our government to plan the strategic route of internationalization of higher education in the future: strengthening the concept of international development, strengthening the overall planning of the government, and strengthening the innovation of management system.
