【摘要】：中国的改革开放使国家的整体经济实力得到了明显增强,居民生活也有了显著的改善。但作为国家体系的组成部分的农村的发展则显得较为缓慢,其发展水平和程度远远落后于城市。近些年来,随着改革的不断深入,“三农”问题也被社会各界普遍关注,成为目前社会发展中的一个热点问题。具体而言,影响农村发展的因素是多方面的,而文化则是其中重要的因素之一。乡村基层文化建设的完善与否,直接影响到2020年全面建成小康社会的实现。基于这样一个背景,文化建设也提上了重要的议事日程,在党和各级政府部门的努力下,乡村基层文化建设取得了一些成就。但是总体来看,各项建设仍较为落后,特别是文化建设投入不足、重视不够,乡村基层文化建设与全面建设小康社会的目标要求还有相当长的距离,与我国整体经济社会的协调发展还不相适应,与农民群众的精神文化需求还不相适应,乡村基层文化建设还有很多需要完善和创新的地方。因此,针对对乡村基层文化建设这一课题的研究有着重大的理论意义与现实意义。本文主要采用文献法、比较法以及实证的方法对当代中国乡村文化建设展开研究,全文共分三个部分:第一部分;集中讨论我国乡村基层文化建设的基本理论问题,主要对当代中国乡村文化建设基本范畴、主要内容、基本模式、责任主体与建设原则及现实意义等进行分析。本文在分析乡村文化建设基本内涵的基础上,提出了乡村文化建设应该遵循以下基本原则,包括可持续发展原则、社会效益原则、继承与创新原则、以人为本原则、联系实际原则。对于乡村文化建设的重要意义,本文认为首先可以促进乡村基层社会的和谐稳定;还可以加快新农村建设的进程,同时有利于乡村基层经济发展,最后还可以丰富农民文化生活、提升农民综合素质和生活质量。第二部分:当前我国乡村基层文化建设的现状分析。此部分主要讲述了建设的成就及存在的问题。成就主要表现为:乡村文化建设意识有所提升,基础设施建设有所改善,特色文化有所开展,农民思想观念有所改变。存在的问题表现为:文化建设相对滞后;文化形式单一;基础设施发展不足;保障制度不健全;队伍建设不力等。存在问题的原因:乡村文化建设重视程度不足;资金投入不足;人员管理制度缺乏;功利取向误导、规划设计缺乏整体策略等。第三部分:针对存在的问题及原因,提出加强我国乡村基层文化建设的对策。一是提高乡村文化建设重视程度;二是加快完善乡村文化设施建设;三是有效组织农民文化活动;四是完善乡村文化体制机制建设;五是创新乡村文化建设模式;六是强化乡村基层文化建设组织保障。七是健全乡村基层文化队伍建设。
[Abstract]:China's reform and opening to the outside world has greatly enhanced the overall economic strength of the country and improved the living standards of its residents. However, as a part of the national system, the development of rural areas is relatively slow, and its development level and degree lag far behind the cities. In recent years, with the deepening of reform, the issue of "agriculture, countryside and farmers" has become a hot issue in social development. Specifically, there are many factors affecting rural development, and culture is one of the important factors. The perfection of rural grassroots cultural construction will directly affect the realization of building a well-off society in an all-round way by 2020. Based on this background, cultural construction has also been put on the important agenda. With the efforts of the Party and government departments at all levels, the rural grass-roots cultural construction has made some achievements. But on the whole, the construction is still relatively backward, especially the insufficient input and attention to the cultural construction, and there is still a long way to go between the rural grass-roots cultural construction and the goal of building a well-off society in an all-round way. It is not suitable for the coordinated development of the whole economy and society of our country, and not suitable for the spiritual and cultural needs of the peasant masses, so there are still many places that need to be perfected and innovated in the construction of rural grass-roots culture. Therefore, it is of great theoretical and practical significance to study the subject of rural grassroots cultural construction. This article mainly uses the literature method, the comparative method and the demonstration method to carry on the research to the contemporary Chinese countryside culture construction, the full text altogether divides into three parts: the first part, concentrates on the discussion our country basic level cultural construction basic theory question, This paper mainly analyzes the basic category, main content, basic mode, responsibility subject, construction principle and practical significance of rural culture construction in contemporary China. Based on the analysis of the basic connotation of rural culture construction, this paper puts forward that the rural culture construction should follow the following basic principles, including the principle of sustainable development, the principle of social benefit, the principle of inheritance and innovation, and the principle of people-oriented. The principle of associating with practice. For the important significance of rural cultural construction, this paper holds that it can first promote the harmony and stability of rural grass-roots society, accelerate the process of new rural construction, and at the same time benefit the rural grass-roots economic development. Finally, it can enrich farmers' cultural life and improve their comprehensive quality and quality of life. The second part: the present situation analysis of the rural grassroots culture construction in our country. This part mainly describes the achievements of the construction and existing problems. The main achievements are as follows: the consciousness of rural culture construction has been improved, the infrastructure construction has been improved, the characteristic culture has been carried out, and the farmers' ideology has been changed. The existing problems are as follows: the cultural construction is relatively lagging; the cultural form is single; the development of infrastructure is insufficient; the security system is not perfect; the team construction is weak. The reasons for the problems are: insufficient attention to the construction of rural culture; insufficient investment of funds; lack of personnel management system; misguided utilitarian orientation; lack of overall strategy in planning and design. The third part: in view of the existing problems and reasons, put forward the countermeasures to strengthen the rural grass-roots cultural construction. One is to improve the importance of rural cultural construction, the other is to speed up the construction of rural cultural facilities; third, to effectively organize the cultural activities of farmers; fourth, to improve the institutional construction of rural culture; fifth, to innovate the mode of rural cultural construction; Sixth, strengthen the rural basic level cultural construction organization safeguard. Seventh, improve the construction of rural grassroots cultural team.
