大兴安岭林区经济发展的政策研究

【摘要】：在国家发展生态经济的背景下,林业的基础地位得到了进一步的巩固。林业具有一定的公益性,对社会经济的发展具有很大的推动作用。林业带来的经济、生态和社会三大效益,是林业践行绿色惠民富民发展的重要体现。党的十八大明确了今后一个时期林业工作的方向,对林业发展提出了新的更高要求。为推动全区林业产业又好又快发展,2017年3月我国务院林业主管部门印发了《"十三五"期间林业发展规划》,在此基础上,各省、市、自治区也出台本省的林业发展规划,划定了一批国家重点林地。大兴安岭作为国家重点林区,是我国最大的林业资源地之一,林业资源丰富,具有较高的可循环能力。但大兴安岭林区对社会经济发展的支持力度有限,林地的保护与经济的发展之间存在着一定的矛盾。如何来对林区经济发展进行合理地规划,并解决好各类社会问题,是今后大兴安岭林区解困振兴、建设现代化林区的重要举措。在大兴安岭林区经济发展的政策研究中,通过对林区经济相关基本概念的界定,以区域经济理论、政策激励理论和林区可持续发展理论为理论依据,运用文献研究和国外借鉴的分析方法,阐述了大兴安岭林区经济的基本情况,分析了林区的新定位,明确了林区经济在公共政策决策中的作用及影响;结合大兴安岭林区经济的政策环境,揭示出林区产业扶持政策不到位、财税政策缺乏激励性、金融监管体制不完善、人才激励政策力度小等问题,并从政府缺乏执行力、税收优惠政策较少、金融机构业务开展不积极、人才政策不健全四个方面总结出问题的成因。在分析并总结俄罗斯、美国、加拿大等国的林区经验和我国伊犁、南昌经验的基础上,总结出在大兴安岭林区经济政策中要加强完善林区产业扶持政策、充分发挥财税政策的激励性、提升税收优惠幅度、强化林区金融支持政策、完善林区人力资源管理政策等多个方面的对策建议
[Abstract]:Under the background of the national development of ecological economy, the basic position of forestry has been further consolidated. Forestry has a certain public welfare, and has a great role in promoting the development of social economy. The ecological and social benefits are the important embodiment of the practice of green forestry to benefit the people and enrich the people. The 18 Party Congress has made clear the direction of forestry work in the future. In order to promote the sound and rapid development of forestry industry in the whole region, in March 2017, the competent forestry department under the State Council issued the Forestry Development Plan for the Thirteenth Five-Year Plan period. On this basis, provinces and municipalities, The autonomous region has also issued a forestry development plan for its own province, delimiting a number of national key woodlands. As a national key forest region, the Daxing'an Mountains is one of the largest forestry resources in China, with rich forestry resources. However, the support for social and economic development in Daxinganling forest area is limited, and there is a certain contradiction between forest land protection and economic development. And to solve all kinds of social problems is an important measure to solve the difficulties and revitalize the difficulties and construct the modern forest areas in the future. In the policy research of the economic development of the Daxing'anling forest region, the basic concepts related to the economy of the forest region are defined. On the basis of regional economic theory, policy incentive theory and sustainable development theory of forest region, the basic situation of Daxing'anling forest region economy is expounded and the new position of forest area is analyzed by using the methods of literature research and foreign reference. This paper clarifies the role and influence of forest region economy in public policy decision, combines with the policy environment of Daxing'an Mountain forest region economy, reveals that the industry support policy is not in place, the fiscal and tax policy is lack of incentive, and the financial supervision system is not perfect. The causes of these problems are summarized from the following four aspects: the lack of executive power of the government, the less preferential tax policy, the inactive business of financial institutions, and the unsound talent policy. In the analysis and summary of Russia and the United States, On the basis of the experience of Canada and China's Yili and Nanchang, it is concluded that in the economic policy of Daxing'anling forest region, we should strengthen and perfect the policy of supporting forest industry, give full play to the incentive of fiscal and taxation policies, and enhance the preferential margin of tax revenue.
