《国际开发援助白皮书》翻译实践报告

【摘要】：在国家政治经济生活中,政府的地位是举足轻重的,作为政府机关的喉舌,官方媒体的每一次发声都与普通民众的生活有着密切的关系。政府机关发布的白皮书是关于政治、经济、外交等国家重大事务的一种官方报告书或是由官方指定发布的阐明及执行的规范报告,属于公文的一种。因为是政府部门针对某一专门问题的特定报告书,所以研究白皮书可以了解该国家在某一领域中存在的问题,解决该问题所采取的政策及措施,以及实施的效果及后续计划。本报告采用的原文材料是日本外务省发布的2015年国际开发援助白皮书。白皮书从体裁来看,属于应用型文本,行文的特点是简洁、严谨,以传递信息为主要功能,注重信息传递的准确性和专业性。白皮书作为一种官方文件,代表了政府的立场,讲究事实清楚、立场明确、行文规范、文字简练,没有文学色彩。信息文本的翻译要求概念准确、表述清楚、逻辑正确、文字简练,翻译中应避免错译、漏译。如何从严谨、简洁、规范的角度出发,使词语和句法的翻译更加符合公文报告的语言特点是本次翻译实践的难点和重点。本报告主要分为以下五个部分:引言、翻译实践简介、文本分析和译前准备、案例分析、总结。案例分析部分分为句法、语义、文化三个层面,句法层面采取减少冗余度的方式处理,具体表现为接续词和动词的减译;语义层面采取逻辑性加译、缺失成分加译、说明性加译等增加冗余度的方式处理;文化层面上从引申和直译的视点出发探讨调整冗余度的方法。
[Abstract]:In the national political and economic life, the position of the government is very important. As the mouthpiece of the government organs, every voice of the state media has a close relationship with the life of the ordinary people. White papers issued by government agencies are an official report on major state affairs such as politics, economy, foreign affairs, or a standard report on clarification and implementation issued by an official, and belong to a kind of official document. Because it is a specific report of a government department on a specific issue, the study of the white paper can understand the problems existing in the country in a certain field, the policies and measures adopted to solve the problem, and the effect of the implementation and follow-up plan. This report is based on the 2015 White Paper on International Development Assistance issued by the Ministry of Foreign Affairs of Japan. The white paper is a kind of applied text, which is characterized by simplicity and preciseness, with transmitting information as its main function and paying attention to the accuracy and professionalism of information transmission. White Paper, as an official document, represents the position of the government. The translation of information text requires accurate concept, clear expression, correct logic and concise text. How to make the translation of words and syntax more in line with the linguistic characteristics of official documents is the difficult point and key point of translation practice from the point of view of preciseness, brevity and standardization. This report is divided into the following five parts: introduction, brief introduction of translation practice, text analysis and pre-translation preparation, case analysis and summary. The case analysis is divided into three levels: syntax, semantics and culture. The syntactic level adopts the method of reducing redundancy, which is embodied in the subtractive translation of successive words and verbs. At the semantic level, the methods of increasing redundancy are adopted, such as logical plus translation, adding missing component translation, illustrative translation, etc. In the cultural level, the methods of adjusting redundancy are discussed from the viewpoint of extension and literal translation.
