济南日报报业集团组织结构研究

【摘要】: 随着我国新闻管理体制改革深入推进,以及报业市场竞争日益加剧,原来作为事业单位的众多报社,在企业化管理的基础上纷纷向集团化发展,全国先后已有40多家报业集团成立。然而,事业单位管理方式的巨大惯性,并不会因为报业集团的成立而立即消失,管理方面的种种“不适应症”束缚着报业集团的发展。这突出表现在集团内部组织机构设置上,忽视了报业产品的特性,与报业市场竞争态势严重脱节。开展报业集团组织管理研究,旨在通过引入现代公司组织管理理念,从市场竞争的观点出发,对报业集团的组织管理进行全方位思考,以求拓展对报业集团组织设计的理性认识,建立符合报业发展规律和市场竞争需要的组织管理体系,以此培育和提升报业集团的核心竞争力。 选择什么样的组织结构必须基于报业集团内外部因素的分析,组织结构应随着周围环境的变化而变化、随着组织战略的调整而调整,同时也要与新闻事业的特点和规律相适应。组织设计要综合考虑战略、规模、技术和环境的不确定性等权变因素。在报业集团组织设计过程中,要特别注意三个问题:“两分开”与报业集团组织结构,统分问题与责、权、利关系的处理,“三次销售”与报业集团内部沟通协调。 分析济南日报报业集团的组织结构,可出看出集团整体架构还不符合“两分开”的要求,部门设置和权责分工也有不尽合理之处,尤为突出的是各部门之间沟通协调缺乏有力的组织保障。要想赢得报业市场竞争的主动权,必须改组济南日报报业集团的组织体系,首先是健全完善“党委会领导下的编委会和经委会分工负责”集团组织框架,调整集团广告经营中心、新闻研究策划中心、组织人事处、办公室、经管办以及舜网等部门的职能定位和权责分工,在此基础上把矩阵式组织结构引入采编和经营部门,从而达到加强部门之间沟通协调、围绕市场竞争密切配合的目标。
[Abstract]:With the deepening of the reform of the news management system in our country, and the increasing competition in the newspaper market, many newspapers, as institutions, have developed to collectivization on the basis of enterprise management. More than 40 newspaper groups have been established in China. However, the enormous inertia of the management mode of the institution will not disappear immediately because of the establishment of the newspaper group, and the development of the newspaper group is constrained by various "indications" of management. This is manifested in the internal organization setup of the group, neglecting the characteristics of newspaper products, and being out of touch with the competition situation of newspaper market. The purpose of the research on the organization management of newspaper group is to consider the organization and management of newspaper group from the point of view of market competition by introducing the concept of organization management of modern company. In order to expand the rational understanding of the organization design of newspaper group, and establish the organization management system that accords with the law of newspaper industry development and the need of market competition, so as to cultivate and enhance the core competitiveness of newspaper group. The choice of organizational structure must be based on the analysis of internal and external factors of newspaper group. The organizational structure should change with the changes of the surrounding environment, adjust with the adjustment of organizational strategy, and adapt to the characteristics and laws of journalism. Organizational design should take into account contingency factors such as strategic, scale, technical and environmental uncertainties. In the process of organization design of newspaper group, we should pay special attention to three problems: "two separate" and the organization structure of newspaper group, divide the problem and responsibility, deal with the relation of power and interest, and communicate and coordinate with the newspaper group. By analyzing the organizational structure of the Jinan Daily newspaper Group, we can see that the overall structure of the group does not meet the requirements of "two separate", and there are also some unreasonable points in the establishment of departments and the division of powers and responsibilities. What is particularly prominent is the lack of effective organizational support for communication and coordination among various departments. In order to win the initiative of newspaper market competition, it is necessary to reorganize the organizational system of Jinan Daily newspaper Group. First of all, it is necessary to improve the organizational framework of the editorial Committee under the leadership of the Party Committee and the division of labor and responsibility of the Economic Commission. To adjust the functional orientation and division of powers and responsibilities of the advertising management center, the news research planning center, the personnel department, the office, the management office and the Shun net of the group, and on this basis, to introduce the matrix organizational structure into the collection, editing and management departments. To achieve the goal of strengthening communication and coordination between departments and close coordination around market competition.
