【摘要】：任何国家的社会经济与政治发展在很大程度上取决于其国民的教育水平。教育被看作是社会现代化的主要工具,它对社会关系、人们的生活方式有决定性的影响。随着时代的快速发展,教育的变革势在必行,且越来越重要。现阶段,教育在哈萨克斯坦的社会经济发展过程中发挥的作用有了显著提升。哈国学界普遍认为,教育水平的提高是促进国家经济与社会发展的前提条件,也是提升国力与提高本国国际地位的重要保证。本文首先梳理哈萨克斯坦基础教育学制改革的历史渊源,以此,向读者更好地展示基础教育学制改革的国内外现实背景;其次,对哈国基础教育学制改革进行了概述,并从学习时间、培养目标和课程设置三个方面阐述了哈国基础教育学制改革的现状,在此基础上揭示了基础教育学制改革中存在的问题及其产生原因。最后,针对问题,提出完善学制改革应该遵循的可行性原则、逐步推进原则、公平性原则和系统性原则,并提出具体的改善对策:改革教师培训目标、加大教育经费投入等。
[Abstract]:The socio-economic and political development of any country depends to a great extent on the level of education of its people. People's way of life has a decisive impact. With the rapid development of the times, educational reform is imperative and more and more important. Education has played a significant role in the process of social and economic development in Kazakhstan. Kazakh academic circles generally believe that the improvement of educational level is the prerequisite to promote the national economic and social development. It is also an important guarantee to enhance the national strength and improve the international status of our country. Firstly, this paper combs the historical origin of the elementary education system reform in Kazakhstan. To better show readers the basic education system reform at home and abroad background; Secondly, the reform of basic education system in Kazakhstan is summarized, and the present situation of the reform of basic education system in Kazakhstan is expounded from three aspects: learning time, training goal and curriculum. On this basis, it reveals the existing problems in the reform of the basic education system and its causes. Finally, in view of the problems, the paper puts forward the feasible principles to be followed in the reform of the school system, and advances the principles step by step. The principles of fairness and systematicness are put forward, and some countermeasures are put forward, such as reforming teachers' training target, increasing the investment of education funds and so on.
