【摘要】:中学校长职业化制度是确保校长职业化的关键所在。世界各国尤其是发达国家早已意识到制度在校长职业化的过程中的统领与规范作用,几乎每一个国家都有校长职业化制度的框架,只不过存在制度的有效性与科学性而已。各国也在努力地探求校长职业化制度的规范化与不断地完善与改进,有关校长职业化制度研究才刚开始,方兴未艾。我国在这方面的研究,也是时不我待,尤其是本世纪以来,随着教育的不断现代化与管理机制的不断完善,校长职业化制度的创新性构建与完善已经提上日程。有关校长职业化制度的研究也不断的涌现,本论文也想在这方面作尝试性研究,本论文共分为六部分。第一部分是绪论,主要从研究的缘起、国内外文献综述、论题的研究目的、研究的方法与意义谈起,校长职业化制度是校长职业化的关键因素,我国也认识到制度建设的重要作用,不管是最高领导层,还是现在的教育精英阶层都不约而同地认识到这一点,不断地完善我国中学校长职业化制度是当务之急,不管是从横向比较来讲,还是从我国的目前的现实情况来讲,制度的构建与完善都是刻不容缓的。因此,校长职业化制度的研究是具有重要的现实意义,促进中学校长职业化制度的不断完善,是研究的主要目标,以此达到我国校长职业制度的科学与合理,促进我国中学校长更加职业化。第二部分是中学校长职业化制度的基本理论,重点解释制度与校长职业化制度的语义内涵,校长职业化制度的理论基础,校长职业化制度的基本原则以及校长职业化制度的法律关系。研究问题必须要知道研究的对象,这是最基本的要求,把校长职业化制度语义及其内容弄清楚有助于对问题的理解与研究。制度是属于法律范畴,校长职业化制度的构建也要从法律的角度进行研究与思考,这样才能做到更加专业与科学。第三、四部分是我国中学校长职业化制度的剖析,阐述我国的中学校长职业化制度发展的主要历程、我国校长职业化制度的主要内容、校长职业化制度存在的问题与问题的分析。我国校长职业化制度很多方面是向国外学习的结果,形成今天的制度现状,它是经历了一个发展的历程的,我国中学校长职业化制度,从目前看是包括了当今世界发达国家实行的主要制度,但是问题在于我们在引进与吸收方面存在较大不足,主要表现在“重形不重神”,校长的任职资格条件较低;缺乏保障制度运行的财政支持;评价体系缺乏客观性等。这主要是由我国的现行的制度所造成的,我国整体国家制度也需要不断的完善,也就是我们常说的要加强政治体制改革,这里包含教育行政体制改革,也要加强这方面的教育投入的制度安排,激发教育行政官员更加认真地研究我国的教育国情,做到有为工作、有为管理,以达到校长职业化制度更加完善。第五部分是国外中学校长职业化制度的启示。主要谈国外校长职业化制度的非常完备、有一套科学的严格的职业化校长选拔制度以及科学公平公正的评价考核制度。欧美发达国家,不管我们喜不喜欢,或者其他情感如何,有关校长职业化制度确实要比我国要科学公正有效的多,这是不容争辩的。他们的选拔等一系列制度是经过多少年的积淀与不断优化的结果,是经过事实检验的。因此,我们要以极其的包容与无比博大的胸怀,向国外学习,“学无涯”,对于一个不断追求进步的国度,也是适用的,对于我们的不足,不能讳疾忌医,或讳莫如深,生怕别人知道,欧美国家的校长职业化制度尤其是选拔与保障制度是非常值得我们去学习的。第六部分是我国中学校长职业化制度的完善。我国校长职业化制度尤其是选拔制度、评价制度、职业教练制度、经费保障制度与职业化培训制度等,完善这些制度是迫在眉睫的,这些制度是保障中学校长职业化的最主要的根本制度,这方面做好了,我们的校长队伍就能更加职业化,我们教育就能更快地发展,我国就能在不远的将来成为世界教育强国。
