上海市中小学体育教师待遇问题研究

【摘要】:日前国务院出台文件《关于强化学校体育促进学生身心健康全面发展的意见》,要求保障体育教师在职称(职务)评聘,福利待遇、评优表彰、晋级晋升等方面与其他学科教师同等待遇。中小学体育教师作为学校教育的重要组成部分之一,不仅关系着青少年未来体质健康的成长,而且在促进学校教育全面发展的方面,正起着愈来愈重要的作用。而体育教师的待遇问题与体育教学效果有着极为密切的关系,其待遇水平的高低关系到教师教学的积极性、主动性,关系到教师行业的吸引力以及教师队伍的建设。上海作为中国教育综合改革的实验区,特别是新的体育课程改革“大变脸”小学兴趣化,初中多样化,高中专项化,新课改的实施对体育教师们的教育理念、教学方法、专业知识、职业态度、自身品德,以及其对教育改革的理解都使得他们成为教育改革的中心。然而在高要求,高标准的大环境下学校体育课时数与体育课外活动大幅度增加,使得体育教师每周课时数严重超负荷。从现实反映来看,课改对体育教师待遇方面没有明显改善,就目前来看上海市中小学体育教师与其他学科教师相比普遍存在着待遇低、工作量大等问题。本研究采用文献资料法、问卷调查法、访谈法、数理统计法等方法对上海市中小学体育教师的待遇现状进行调查,分析上海市中小学体育教师教学工作量及课外工作量及待遇的影响因素。根据当前上海市中小学体育教师待遇实际情况出发,阐述当前中小学体育教师待遇存在的问题,并寻求问题产生的原因,提出激励上海市中小学体育教师工作积极性的建议,为上海市中小学体育教师的待遇提供参考。
[Abstract]:A few days ago, the State Council issued a document entitled "opinions on strengthening School physical Education to promote the overall Development of students' physical and Mental Health." the State Council demanded that physical education teachers be guaranteed the evaluation of their professional titles (positions), their welfare benefits, and their recognition of merit. As one of the important components of school education, physical education teachers in primary and secondary schools are not only related to the healthy growth of teenagers' physique in the future, but also in promoting the overall development of school education. It is playing a more and more important role. However, the treatment of physical education teachers is closely related to the effect of physical education, and the level of treatment is related to the enthusiasm and initiative of teachers in teaching. Shanghai is the experimental area of China's comprehensive education reform, especially the new physical education curriculum reform "changing the face" of primary school interest, junior high school diversification, special high school. The implementation of the new curriculum reform has made PE teachers the center of educational reform because of their educational ideas, teaching methods, professional knowledge, professional attitude, their own moral character, and their understanding of educational reform. Under the environment of high standard, the number of physical education class hours and extracurricular activities increased greatly, which caused the physical education teachers to be seriously overloaded by the number of class hours per week. The reality shows that there is no obvious improvement in the treatment of physical education teachers in the course of curriculum reform. At present, compared with other subjects, PE teachers in primary and secondary schools in Shanghai generally have some problems, such as low treatment and heavy workload, etc. This study adopts the methods of literature, questionnaire, interview, etc. The present situation of physical education teachers in primary and secondary schools in Shanghai is investigated by mathematical statistics and other methods. This paper analyzes the factors influencing the teaching workload and extracurricular workload and treatment of PE teachers in primary and secondary schools in Shanghai. According to the actual conditions of the current treatment of PE teachers in primary and secondary schools in Shanghai, the problems existing in the treatment of PE teachers in primary and secondary schools are expounded. The causes of the problems are sought and suggestions are put forward to encourage the enthusiasm of PE teachers in primary and secondary schools in Shanghai to provide a reference for the treatment of PE teachers in primary and secondary schools in Shanghai.
