【摘要】：学校体育教育督导评估制度的发展经历了一个从无到有、从不重视到重视、从被动督导到主动督导、从随意性到法制化的过程,在发展和进步的过程中显现出了很多不足和问题。学校体育教育督导评估制度是我国学校体育督导的重要组成部分,同时也是实施学校体育督导的主要办法和途径之一。科学合理的学校体育教育督导评估制度是学校体育发展重要推动力和约束力,学校体育教育督导评估制度的发展和完善能更好地推动我国学校体育的整体发展和进步。科学合理的学校体育教育督导评估制度,不仅是教育行政部门和各级学校实施督政和督学的工具和方法,也是对学校体育工作和体育教学再改进的重要依据。同时,学校体育教育督导评估制度发展水平的高低更是反映一个国家教育水平的重要指标和现实写照,有效的学校体育教育督导评估制度能够在很大程度上缩小各区域学校体育的差距,全面提升我国学校体育整体教育教学质量。我国学校体育教育工作及管理工作中存在将“决策、执行、监督、反馈”四项职能混为一体,职责不清、分工不明的现实问题。为改变当前我国学校体育教育督导评估工作中存在的随意性和无序性,对我国学校体育教育督导评估制度的建立和完善进行研究,并提出合理的改进措施。当前正值我国教育现代化改革的重要时期,新一轮的教育改革要求强化我国学校体育教育督导的改革和发展。针对当前我国学校体育教育督导评估制度在改革和发展中存在的问题,国内外许多学者和教育督导专家以及体育工作者进行了多方面、多层次的教育督导评估制度方面的相关研究,取得了一定的研究成果,相继发表和出版了不少学校体育教育督导评估制度的相关论文和著作,试图寻找出适合当前我国国情的学校体育教育督导评估制度发展理念,并提出解决当前学校体育教育督导评估制度发展过程中存在问题的相关对策。当前学校体育教育督导评估的相关研究和文献资料中,关于学校体育教育督导评估制度的专题性研究并不多见,特别是综合研究当前我国学校体育教育督导评估制度发展实际和理论基础的专门研究更少。现有相关学校体育教育督导评估制度的研究为本研究提供了一定的研究基础。使用文献资料法、问卷调查法、数理统计法、比较分析法等科学方法对学校体育教育督导评估制度分析如下:1、发展历程:我国古代就出现了“体育视学”;近代初步形成学校体育视学制度;新中国成立后进入快速发展时期:完善阶段、成长阶段、恢复阶段、快速发展阶段。2、发展现状:随着我国社会、经济、政治的快速发展,学校体育事业和学校体育教育督导工作取得了众多成果,初步建立了自上而下的四级学校体育行政管理体系,我国学校体育教育督导的内容逐渐系统化和多样化。教育行政和管理机构逐渐完善发展,已经形成了国家和省、市学校体育工作的指挥中心,加强了学校体育工作的领导力量。3、存在问题:对学校体育教育督导的重视程度较低、理论和实践的研究层次尚浅、各部门职能分工不明确、教育督导的评估标准不科学、“督学”和“督政”的结合不足。4、发展阻碍因素:督导法律、法规体系有待健全;督导机构设置不科学;督学培养和督导队伍管理体系不完善;教育督导的实施内容和途径不足;专门性教育督导理论研究的缺失。5、改进策略:促进法制化进程建设,调整政府行政职能;加强督导机构建设,建立和健全督导体系;加强督导人员和队伍培养;强化过程督导,提高教育督导工作效率;完善督导信息系统建设。6、实施原则:在学校体育教育督导的实施过程中要遵循以下原则:导向性原则、全面性原则、客观性原则、可控性原则、有效性原则。通过对学校体育教育督导评估制度的产生与发展的各个时期、发展现状以及发展中出现的各种问题的研究。为学校体育教育督导评估制度的发展提出合理的意见和建议,希望能通过本研究的内容对我国的学校体育教育督导评估制度的发展起到一定的推动和促进作用。
[Abstract]:The development of school physical education supervision and evaluation system has experienced a lot of problems and problems in the process of development and progress. The evaluation system of school physical education supervision and guidance is an important group in the school sports supervision in our country. At the same time, it is also one of the main methods and ways to implement the school physical education supervision. The scientific and reasonable supervision and evaluation system of school physical education is an important driving force and binding force for the development of school sports. The development and improvement of the school physical education supervision and evaluation system can better promote the overall development and progress of school sports in China. Reasonable supervision and evaluation system of school physical education is not only a tool and method for the administrative departments and schools at all levels to implement administration and supervision, but also an important basis for the improvement of school physical education and physical education. At the same time, the level of the development of the supervision and evaluation system of the school physical education is a reflection of the level of a country's education. Important indicators and realistic portrayal, effective school physical education supervision and evaluation system can greatly reduce the gap between school sports in various regions and improve the overall education and teaching quality of school sports in our country. There are four functions of "decision-making, execution, supervision and feedback" in the work and management of school physical education in our country. In order to change the arbitrariness and disorder of the current school physical education supervision and evaluation work in our country, this paper studies the establishment and improvement of the supervision and evaluation system of the school physical education in our country, and puts forward some reasonable measures to improve it. The new round of educational reform requires the strengthening of the reform and development of the supervision of school physical education in China. In view of the problems existing in the reform and development of the current school physical education supervision and evaluation system in our country, many scholars, educational supervision experts and sports workers at home and abroad have carried out many aspects and multi-level education supervision and evaluation system. The related research, obtained some research results, published and published many relevant papers and works of the school physical education supervision and evaluation system, trying to find out the development concept of the school physical education supervision and evaluation system suitable for the current situation of our country, and put forward to resolve the development of the current school physical education supervision and evaluation system development. In the relevant research and literature of the current school physical education supervision and evaluation, the special research on the supervision and evaluation system of school sports education is not much, especially in the comprehensive study of the actual and theoretical foundation of the development of the supervision and evaluation system of school physical education in our country. The research on the existing school sports education supervision and evaluation system provides a certain research basis for this study. The analysis of the school physical education supervision and evaluation system is as follows: 1, the development process: the "sports vision" appeared in ancient China; The school sports visual system was initially formed. After the founding of the new China, it entered the period of rapid development: perfect stage, growth stage, recovery stage, rapid development stage.2, development status: with the rapid development of China's society, economy and politics, the school physical education and school physical education supervision have achieved a large number of achievements, initially established from the top. In the four grade school sports administration system, the contents of the school sports education supervision in China are gradually systematized and diversified.
