阳江市城乡基础教育均等化研究

【摘要】:基础教育作为政府提供的一项重要公共产品,其均等化发展理念得到了广泛的认同。基础教育想要均等化发展,核心是要满足“教育公平”的内涵,教育公平首先是接受教育机会的公平,其次是过程公平,再则是结果公平。然而现实当中,要实现这样全方位的均等化,显然不是一件容易的事情,很多地方却没有达到这一目标,尤其是我国城乡基础教育领域,具有明显的不均等特征。本文以广东省阳江市为样本,深入探讨了基础教育均等化在这样一个具有典型性的地级市的实施情况。在分析过程中,首先从厘清教育均等化的相关概念和理论入手,为分析阳江市基础教育均等化的问题提供理论依据;然后通过搜集相关资料,系统地分析阳江市城乡基础教育均等化的现状,并尝试借助基础教育均等化的相关理论和观点,探讨现时阳江市城乡基础教育出现不均等的原因;在此基础上,从促进城乡基础教育均等化的政策体制入手,从政策支持,财政投入,硬件支持,师资建设等方面,为实现阳江市城乡基础教育均等化问题提出了具体措施和建议。通过分析可以看出,阳江市在城乡基础教育均等化方面总体上取得了一定成效,但仍存在政策的针对性和灵活性不足,均等化措施落实不力等问题,尤其在政府投入、教育资源管理等方面,城乡教育存在较为明显的非均衡性。政府应当重视城乡教育均等化问题的落实,切实调整相关政策,引导和促进城乡基础教育均等化的实现。另一方面,阳江市作为我国的一个普通地级市,其城乡基础教育均等化所面临的困境具有典型性。在推进城乡基础教育均等化问题上,阳江市、广东省乃至全国都存在一些共性问题,这就需要从广东省、甚至国家层面加强制度设计、调整政策导向等,从而在实施城乡基础教育均等化问题上尽快取得实质性突破。
[Abstract]:As an important public product provided by the government, basic education has been widely accepted. The core of the equalization development of basic education is to satisfy the connotation of "educational fairness", which is firstly the fairness of the opportunity of receiving education, secondly the fairness of the process, and then the fairness of the result. However, in reality, it is not an easy task to achieve such a comprehensive equalization, but many places have not reached this goal, especially in the field of basic education in urban and rural areas, with obvious characteristics of inequality. Taking Yangjiang City, Guangdong Province as a sample, this paper probes into the implementation of equalization of basic education in such a typical prefecture-level city. In the process of analysis, first of all, the related concepts and theories of equalization of education are clarified to provide theoretical basis for the analysis of equalization of basic education in Yangjiang. Then through collecting relevant data, systematically analyzing the status quo of equalization of urban and rural basic education in Yangjiang City, and trying to explore the causes of inequality in basic education in Yangjiang City with the help of relevant theories and viewpoints of equalization of basic education. On this basis, starting with the policy system to promote the equalization of urban and rural basic education, from the aspects of policy support, financial input, hardware support, teacher building, and so on, In order to realize the equalization of urban and rural basic education in Yangjiang City, some concrete measures and suggestions are put forward. Through the analysis, we can see that Yangjiang City has made some achievements in the aspect of equalization of urban and rural basic education, but there are still some problems, such as insufficient pertinence and flexibility of policy, poor implementation of equalization measures, etc., especially in government investment. Educational resources management and other aspects, urban and rural education has a more obvious imbalance. The government should pay attention to the implementation of the equalization of urban and rural education, adjust relevant policies and guide and promote the realization of the equalization of urban and rural basic education. On the other hand, as an ordinary prefectural city in our country, Yangjiang city faces a typical dilemma of equalization of urban and rural basic education. In promoting the equalization of urban and rural basic education, there are some common problems in Yangjiang City, Guangdong Province and even the whole country. This requires strengthening system design and adjusting policy guidance from the Guangdong Province and even the national level. Thus, the implementation of urban and rural basic education equalization as soon as possible to achieve substantive breakthroughs.
