涨薪压力下劳动密集型企业人力成本管理研究

【摘要】:由于我国经济增长导致通货膨胀和生活成本上升、劳动力供给出现拐点、劳动者劳动生产率提高、劳动者权益保障相关法规出台完善、劳动者报酬要求和维权意识觉醒、企业人力资源开发的投入渐趋增加、企业人力资源管理系统建设费用增加等各种原因,我国劳动力工资呈现显著上涨趋势,这对劳动密集型企业人力成本造成沉重压力。 在涨薪压力下,劳动密集型企业丧失低人力成本竞争优势,造成企业经营困难和风险,导致低端价值链生存危机,从而陷入严重的困难处境之中。 目前,我国劳动密集型企业人力成本控制管理存在诸多误区,诸如极端的薪酬滞后策略、超高劳动强度的“血汗工厂”、违规违法的侵权用工方式、只使用不培训的“竭泽而渔”、重产量轻品质的绩效管理等。 涨薪压力下劳动密集型企业应对人力成本增长的基本思路,是要由低成本优势到差异化优势、由劳动密集企业到技能密集企业、由强制式管理到激励式管理、由人力成本控制到人力资本投资。其具体措施是要加强企业人力成本分析和人力资源管理规划,合理合法增加员工的有效工作时间,完善员工的工作设施和方法,开发员工的工作能力和动力,优化用工结构,拓宽企业获取劳动力的来源,以其它生产要素合理替补劳动力,以技术升级推动企业发展转型,建立健全企业人力成本管理综合体系等。
[Abstract]:Because the economic growth of our country causes inflation and living cost to rise, labor supply appears inflection point, laborer labor productivity increases, laborer rights and interests protection related laws and regulations are issued and perfected, laborer pay requirement and consciousness of rights protection are awakened. The investment in the development of human resources of enterprises is increasing gradually, and the construction cost of human resources management system of enterprises is increasing. The labor wage of our country is obviously rising, which causes heavy pressure on the labor cost of labor-intensive enterprises. Under the pressure of higher salary, labor-intensive enterprises lose the competitive advantage of low labor cost, which results in business difficulties and risks, leading to the survival crisis of low-end value chain, and thus falls into a serious difficult situation. At present, there are many misunderstandings in the management of labor cost control in labor-intensive enterprises in China, such as extreme salary lag strategy, "sweatshop" with super labor intensity, infringing and illegal ways of employing workers in violation of laws and regulations. Only use the untrained "Dazhuanyu", pay more attention to production and quality of performance management and so on. Under the pressure of rising salary, the basic thinking of labor-intensive enterprises to cope with the increase of human cost is from low cost advantage to differentiation advantage, from labor intensive enterprise to skill intensive enterprise, from compulsory management to incentive management. From manpower cost control to human capital investment, the concrete measures are to strengthen enterprise manpower cost analysis and human resource management planning, to increase the effective working hours of employees reasonably and legally, and to perfect the working facilities and methods of employees. To develop the working ability and motivation of employees, optimize the structure of employment, broaden the sources of labor for enterprises, reasonably substitute labor with other factors of production, and promote the development and transformation of enterprises with technological upgrading. To establish and improve the comprehensive system of enterprise human cost management and so on.
