领导执行力不佳的传统文化因素分析

【摘要】:正执行力研究的逻辑起点就是突破了"政策一经制定就会被完美执行"的教条,开始关注目标与结果之间的差异,这种差异就是执行力的病态表现。对执行力病态表现的研究一直是学者们关注的课题。比如,武汉大学丁煌教授用"政策执行阻滞"概念表述行政执行的病态现象;国家行政学院徐珂研究员在《政府执行力》一书中总结了地方政府执行力的12种病态表现。这些病态现象的共同特点在于政策执行的既定目标与执行结果之间存在偏离。这里,笔者试图从传统文化视角分析当代中国领导执行力偏离现象的原因。
[Abstract]:The logical starting point of positive execution research is to break through the dogma that "once a policy is formulated, it will be implemented perfectly," and begin to pay attention to the difference between goals and results. This kind of difference is the morbid expression of executive power. The study of executive power morbid performance has always been a topic of concern to scholars. For example, Professor Ding Huang of Wuhan University uses the concept of "policy execution block" to describe the morbid phenomenon of administrative execution. Researcher Xu Ke of Chinese Academy of Governance sums up 12 pathological manifestations of the executive power of local governments in his book "Government Executive Power." the common characteristic of these pathological phenomena lies in the deviation between the stated objectives of policy implementation and the results of implementation. The author tries to analyze the causes of the deviation of executive power in contemporary China from the perspective of traditional culture.
