【摘要】:社会组织成长是一个从量变到质变的交互过程,而这一过程离不开有效的激励机制。在我国特殊国情下,社会组织的成长需要政府采取有效的激励措施。论文从政府的视角来研究我国社会组织的成长激励机制,聚焦于个体社会组织成长与政府激励的结构性解释框架。社会组织成长激励机制是一个由资源激励、竞合激励、制度激励三个不同而又连续的子机制构成的,具备开放与弹性、整体性与层次性的机制体系。社会组织与政府因掌握了彼此所需的资源而形成依赖关系,受制于我国行政管理体制以及社会组织自身发展水平,目前我国社会组织与政府间是不对称依赖关系。随着社会组织成长过程从生成期、生长期、成熟期到再发展期的推进,政府与社会组织的关系也从非对称依赖走向准对称依赖、对称依赖,直至摆脱依赖。这一良性发展趋势需要社会组织内部管理和政府外部治理的统一。资源是连接社会组织成长与政府的中介变量,在社会组织成长的不同阶段,社会组织的资源需求行为分别侧重于获取、争夺与利用,而政府的供给资源行为相应地应该侧重于提供、分配与安排,因此政府应为处于不同成长阶段的社会组织制定不同但又持续的激励机制。这样既能有效促进社会组织的成长壮大以便更好承担相应职责,又能有效缓解政府自身职能转型带来的巨大压力,最终实现各司其职的最佳状态。基于以上对社会组织成长激励机制的客体、主体、中介的分析构建了一个社会组织成长激励机制的解释框架,确立了由三个子机制构成的机制体系。社会组织成长的资源激励机制是指社会组织在生成阶段需要政府提供全面、充足、持续的资源保障。对于社会组织成长所需的各种资源及其对社会组织的重要程度,学界和实践者都只有较为模糊的概念,甚至存在“有钱就能解决一切问题”的误区,这也是社会组织总是面临资金短缺和发展困境的一个深层次原因。本研究利用问卷调查和数据定量分析的方法对此进行了深入剖析,分析了人力资源、资金资源、物质资源、信息资源、社会资源和政策资源这六个核心资源及其所含资源子项对社会组织成长的影响。实际上,这些资源贯穿于社会组织成长的每一个阶段,之所以放在社会组织生成阶段进行深入分析,一方面出于解决这一阶段对资源迫切需求与资源获取能力不足的矛盾,另一方面则出于如果在成立之初就全面认识到自身所需要的资源则有利于可持续发展的考虑。在完备的资源探索基础上,从实体平台到网络平台两个方面构建了政府资源供给的完善平台,并提出了完整的网络以对社会组织资源的优化供给提供有力保障。社会组织成长的竞合激励机制是基于社会组织生长阶段受制于非营利性、自愿性等属性以及生长期自身发展水平仍然较低而表现出竞合惰性的分析,提出应该采取相应的措施促使社会组织之间更好地进行竞争和合作,从而实现资源在社会组织间的优化配置。在理想的状态下,政府激励合作能够使社会组织合作效应最大化,政府激励竞争会使社会组织竞争效应较大,而政府不激励时社会组织非合作收益最小。此外,还存在非理想状态下的两种情况,即政府激励下的非合作博弈可能导致产能失衡,而合作博弈则仍然可以带来较好的收益,因此要优化激励竞争机制并多采取激励合作机制。社会组织成长的制度激励机制是对处于成熟阶段的社会组织的基础制度和内外部制度进行的优化,从而以最小的实体资源输入来实现资源有效利用,保障社会组织成长的独立性。制度建设虽贯穿于社会组织成长的各个阶段,但对于成熟的社会组织来说,完善的制度体系尤为重要,因此社会组织成长激励机制实质上是对既有制度的升华,这一要求是社会组织在前两个阶段无法全面达到的。基于制度分析理论对现实问题进行层层剖析,首先构建了多中心制度安排下的以社会组织为中心的基础制度安排,然后从外部管理和内部治理的角度构建了促进社会组织成熟的内外部制度。其中许多制度是在现有制度上的改进,但在退出管理制度和组织文化管理方面有较大的创新。社会组织成长激励机制研究在一定程度上把握了社会组织成长与政府激励间的规律,为社会组织和政府明晰彼此的关系、促进彼此成长提供了一条系统、可持续的路径。但是我们也要看到其中的不足,并进行更深入的探讨力求机制设计的精细化,从而为政府与社会组织的良性发展提供坚实的理论基础和政策建议。
[Abstract]:The growth of social organization is an interactive process from quantitative to qualitative change, and this process cannot do without the effective incentive mechanism in our country. Under special conditions, social organization growth requires the government to take effective incentive measures. From the government perspective to study the social organization of our country into a long incentive mechanism, structural interpretation the framework focuses on growth and government incentives of individual social organizations. The incentive mechanism of the growth of social organizations is a resource incentive, competition incentive, incentive system consists of three different and continuous sub mechanism, with an open and flexible mechanism, system integrity and hierarchy of the social organization and the government.
