【摘要】：资源型地区的经济可持续发展是我国经济发展的重要组成部分。伴随着资源型地区经济发展生命周期的衰落阶段的到来,资源型地区经济发展也出现一系列问题。党中央在十八大上提出全国经济持续健康发展的方向和转变经济发展方式的研究,指出在发展平衡性、协调性、可持续性的基础上,增加科技进步对经济增长的贡献率,努力进入创新型国家行列,完善地区经济发展的机制形成。将十七大的科学发展观继续发展,对地区经济发展继续深化可持续发展战略,对此研究资源型地区经济可持续发展问题。资源型地区经济可持续发展问题不仅关乎地区经济稳定发展更是国家整体经济发展的问题,不仅是经济如何发展的问题更是关乎国家政治稳定的问题。资源型地区经济如何可持续发展的问题成为学者研究和关注的重点问题。文在介绍有关资源型地区经济发展的基本概念和基本理论的基础上,分析陕西省榆林地区经济发展现状,指出了资源型地区经济发展存在产业结构不合理,地区生态环境破坏严重,产业技术发展滞后以及人力资源储备不足的问题,并分析影响资源型地区经济发展的原因,包括对资源型地区发展的客观规律认识不到位,资源型产业的地位下降以及地理区位优势比较差的原因。据此提出了调整和优化产业结构,加强生态环境建设和保护,加大产业技术的开发与投入,要积极鼓励、大力开发利用人力资源以及充分发挥政府调控作用的对策,以促进资源型地区经济的可持续发展。
[Abstract]:The sustainable economic development of resource-based regions is an important part of economic development in China, which is accompanied by the coming of the declining stage of the life cycle of economic development in resource-based areas. There are also a series of problems in the economic development of resource-based areas. At the 18 National Congress, the CPC Central Committee put forward the direction of sustained and healthy economic development of the whole country and the study of changing the mode of economic development, pointing out that the development is balanced and coordinated. On the basis of sustainability, we should increase the contribution rate of scientific and technological progress to economic growth, strive to enter the ranks of innovative countries, perfect the mechanism of regional economic development, and continue to develop the scientific development concept of the 17th National Congress. We will continue to deepen the strategy of sustainable development for regional economic development. The sustainable economic development of resource-based regions is not only related to the stable development of regional economy but also to the overall economic development of the country. It is not only the question of how to develop the economy, but also the problem of the political stability of the country. The problem of sustainable development of the economy in the resource-based region has become a key issue for scholars to study and pay close attention to. On the basis of the basic concepts and theories of economic development. This paper analyzes the present situation of economic development in Yulin area of Shaanxi Province, and points out that the industrial structure is unreasonable and the regional ecological environment is seriously damaged in the economic development of resource-based areas. Industrial technology development lags behind and the human resources reserve is insufficient, and analyzes the reasons that affect the economic development of resource-based areas, including the lack of understanding of the objective laws of resource-based areas. The reason why the status of the resource-based industry is declining and the geographical location advantage is poor is put forward. Based on this, it is proposed to adjust and optimize the industrial structure, strengthen the construction and protection of the ecological environment, and increase the development and investment of industrial technology. We should actively encourage, vigorously develop and utilize human resources and give full play to the role of government regulation and control, in order to promote the sustainable development of the economy in resource-based regions.
