新疆绿翔糖业公司人力资源开发战略研究

【摘要】:新疆绿翔糖业公司成立于2003年8月,是在贯彻国家和新疆自治区制糖行业控制总量与结构调整政策,适应市场经济发展规律要求的基础组建而成,是一家大型制糖企业,也是新疆自治区制糖行业的大型国有企业。新疆绿翔糖业公司要想在当前国有企业改制的进程中,可以以改制为机遇将企业建设成为现代化管理的企业,运用现代化人力资源管理方法和战略,优化公司组织结构、框架和人力资源层次,使其服务于企业总体发展战略。本次研究共包括七个部分,第一部分导论主要讲述了论文研究背景、研究意义以及相关研究文献综述和研究现状,明确本文的研究主要内容及研究框架结构,介绍论文使用到的研究方法;第二部分对目前国内制糖企业人力资源战略相关研究做概述,主要概述了本篇论文涉及的人力资源开发、战略管理、涉农企业等相关概念与相关理论;第三部分阐述了新疆绿翔糖业公司发展现状及存在的问题,又从六个方面讲述了新疆绿翔糖业公司人力资源的现状,随后从四个方面说明新疆绿翔糖业公司制定人力资源开发战略的重要意义。第四部分对新疆绿翔糖业公司制定人力资源战略的环境进行详细分析,使用SWOT分析给出适合新疆绿翔糖业公司人力资源开发战略的四种模式并分别阐述四种模式公司可以使用的具体战略方向;第五部分阐述新疆绿翔糖业公司人力资源开发战略指导思想和目标,利用QSPM矩阵分析工具,在上述四种模式中选择、确定公司人力资源开发战略;第六部分在确定新疆绿翔糖业公司人力资源开发战略后,从四个方面制定人力资源开发战略的保障措施;第七部分对本文的研究内容进行总结,分析论文存在的问题和不足,对论文提出进一步的研究展望。本论文的结论是新疆绿翔糖业公司建立与公司战略相匹配的人力资源战略,具体包括人力资源开发战略和人员结构优化战略。通过抓住有利的外部机会,改善企业内部人力资源开发方面的不足,改善和避免劣势,利用每一个机遇寻求公司长远发展的人力资源开发战略。通过优化组织结构、重视人员招聘、加强培训与开发、丰富激励方法、加强企业文化建设提高核心竞争优势,使公司人力资源结构达到企业发展的战略的要求,使员工的工作积极性和潜在的创造性发挥出来,从而满足企业发展战略目标。本文的研究结论对提高公司人力资源开发战略管理水平有一定意义,可以为新疆绿翔糖业公司的人力资源开发战略提供借鉴,也可以为兵团正在改制的国有企业人力资源开发战略提供一定的参考。
[Abstract]:Xinjiang Luxiang sugar company was founded in August 2003, is in the implementation of national and autonomous region of Xinjiang sugar industry overall control and structural adjustment policies, to meet the basic requirements of the development of the market economy established, is a large sugar enterprises, large state-owned enterprises and the Xinjiang autonomous region of the sugar industry. Xinjiang green-source sugar company to the process of the reform of state-owned enterprises in the current restructuring of the opportunity, can the enterprise to build a modern enterprise management, using the method and strategy of modern human resource management, optimize the company's organizational structure, framework and the level of human resources, so as to serve the overall business development strategy. This study consists of seven parts. The first part is the introduction mainly this paper describes the research background, research significance, literature review and research status, clear the main content of research and research framework of this article, This paper introduces the research methods used to; the second part of the current research on human resource strategy of the domestic sugar enterprise overview, mainly summarizes the development of human resources, this thesis relates to strategic management, agricultural enterprises and other related concepts and related theories; the third part describes the development status of Xinjiang Luxiang sugar company and the existing problems, and from the six aspects about the current situation of Xinjiang Luxiang sugar company human resources, then explain the significance of Xinjiang Xiang green sugar company to develop human resources development strategy from four aspects. The fourth part of the detailed analysis of Xinjiang Luxiang sugar company strategy of human resource environment, the strategic direction of four modes of analysis are suitable for human resource development strategy of Xinjiang Luxiang sugar company using SWOT and analyzes four modes of company can be used; the fifth part of Xinjiang green The human resource development strategy Xiang sugar company guidelines and objectives, by using the analysis tool of QSPM matrix, in the above four modes, determine the company's human resources development strategy; the sixth part in determining the strategy of human resources development Xinjiang green-source sugar company, security measures for the development of human resources development strategy from four aspects of this paper; the seventh part summarizes the research contents, analyzes the existing problems and shortcomings, puts forward the prospects of further study on the paper. The conclusion of this paper is Xinjiang green-source sugar company established with the company strategy matching the human resources strategy, including the strategy of human resources development and personnel structure optimization strategy. By seizing the favorable external opportunities and to improve the development of human resources within the enterprise, improve and avoid weaknesses, take advantage of every opportunity to seek long-term development of the company's human resources Development strategy. By optimizing the organizational structure, pay attention to staff recruitment, training and development, enrich the incentive method, strengthen the construction of enterprise culture to enhance the core competitive advantage, the company human resource structure to achieve the enterprise development strategy, make the staffs working enthusiasm and creative potential into full play, so as to meet the strategic goal of enterprise development. This study has a certain significance for improving the company's development strategy of human resources management level, can provide a reference for the human resource development strategy of Xinjiang Luxiang sugar company, can also provide a reference for the state-owned enterprise human resources development strategy is the restructuring of the Corps.
